SAN DIEGO (KGTV) -- The city is backing state legislation that would change when police can use lethal force. The bill would authorize officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death. Currently, police can shoot to kill when an objectively reasonable officer would do the same.Democratic Assemblywoman Shirley Weber, who represents the South Bay, co-authored the legislation."The current standard hits communities of color especially hard," she said. "Young black men are 20 times as likely to be killed by police as their white peers." More than 100 people spoke in favor of the bill Tuesday as dozens of officers looked on.San Diego Police Chief David Nisleit called the bill well-intentioned but based on flawed data. He noted while officers killed 172 people in 2017 and only half had guns, more than 90 percent had other potentially lethal weapons. "Officers must make the best call they can with the information available to them at a critical time, and sometimes factors like human limitations in processing information will cause them to make decisions that turn out to be wrong," he said. SAN DIEGO (KGTV) -- The big concern for many health care workers during the coronavirus pandemic is their protective gear. “It's a scary time with not knowing exactly what's coming at us,” said Jay O’Brien, a local nurse and a representative for the Sharp nurses’ union.“A lot of nurses are very concerned that we don't have the proper equipment. The biggest concern is the lack of N95 masks,” O’Brien said. The masks block at least 95 percent of airborne particles, but there is now a shortage due to the pandemic.Nurses at UC San Diego said they had been wearing N95 masks when interacting with a suspected COVID-19 patient, but the Centers for Disease Control has loosened their guidelines. Now, they are used only during more complicated procedures, such as intubations.UCSD nurse Tiffani Zalinski wrote over the weekend on Facebook that the N95 respirators were "confiscated by the administration and were being distributed on a case-by-case basis." She was upset over the change, saying she works with patients "fresh out of surgery" and the N95 respirator were “the only thing that is going to protect" her. Zalinski adds she "will not willingly be exposed to this disease and inadvertently spread it to others if I have choices and means to protect myself and you."A UCSD spokesperson told Team 10 the new guidelines still represent the "appropriate standards of care."O'Brien said he understands the CDC change. “If we burn through all the N95s now, if things get really bad as this crisis continues, then we're going to run out and have nothing at all,” O’Brien said.“I have no reason to think it's going to get better very soon, hopefully the precautions that we're taking are going to slow things down so that we can safely take care of people,” he added. 1775

SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations. SAN DIEGO (KGTV) - The family who lost their home in the Willow Fire is hoping to track down their "angel" firefighter."I know we lost everything, but my dad is still here. We're just so grateful," said Gwendolyn Pavlick.Two days later, an emotional Pavlick shared details of her father's narrow escape from the flames. That Wednesday night, her mother was staying with her in Carlsbad. Her father Doug was fast asleep in his home on Wind River Road in Rancho San Diego, when the fire started. It raced up a hill within minutes. Doug woke up to a loud knock."By the time he got to the door, the kitchen was on fire. The fireman said, 'You have to go.' When he ran upstairs to get keys and wallet, the fire went through the windows of his bedroom," said Pavlick.Gwendolyn says her father has dealt with back and foot issues."My dad, who couldn’t run physically, somehow, at that moment, could," said Pavlick.Doug was able to drive away to safety. From a distance, he watched as his home of 33 years burned. Six other homes were damaged from the heat and smoke."It’s heart-wrenching because that house was in our lives so long, it feels like a family member," said Pavlick.On Thursday, Gwendolyn and her parents surveyed the damage, nearly everything lost, including thousands of family photos. Outside the home, they prayed. Gwen's mother told her they will rebuild."After seeing the house, the first thing she said was, 'God gave us this house. He’s going to give it to us again,'" said Pavlick.As for their biggest blessing - her father's safety - Gwendolyn is now trying to find the mystery firefighter who woke her father."I just want to tell him, 'Thank you so much for saving my dad's life.' I don’t know if he is real or an angel," said Pavlick.The home is insured. Pavlick says very little was salvageable.
