SAN DIEGO (KGTV) - A number of drivers who parked their cars in Little Italy this week got a nasty surprise when they tried to leave.Their cars were trapped because other people parked next to them on Beech Street."I can't figure out how the city has made such a mess of this street," said Andrea Silva, who lives downtown. The issue happened because the city restriped one side of the road from Front to Sixth Avenue as part of its downtown mobility plan. The idea is to move the parking spots away from the curbs toward the middle of the street. The area in between the cars and curb would then become a dedicated bike and scooter lane, separated by pillars. The city recently completed those lanes on J Street in the East Village.The problem on Beech Street arose because crews painted the new mid-street parking spots, but didn't add any signage, curb painting or other barriers to alert drivers not to park on the curb. That lead to people parking where they are used to, with others parking next to them in the new spots. "I'd definitely be mad," said John Shores, who was staying downtown. "I couldn't go anywhere until these people decide to move."City spokesman Anthony Santacroce said crews should have the work completed by early next week, with pillars keeping the cars from going up to the curb on Beech Street. He said workers will also put up work zone warning signs to alert drivers to not park on the side of the street. "During the short amount of time between painting of new parking spaces and the construction of the cycle tracks, cars were permitted to park in both the new spaces and the soon-to-be removed spaces along the curb," Santacroce said. "Although we understand that this could lead to some confusion, the intent was not to limit parking until the final phase of construction."The downtown mobility plan, in the first of three phases, connects the East Village to Little Italy, emphasizing alternate methods of transportation. 1967

SAN DIEGO (KGTV) - A local contractor is facing criminal charges for allegedly taking customers money and doing little to no work.On Monday Stephen Hage Jr. plead not guilty to charges ranging from grand theft to improper home improvement contract procedures.According to the prosecutor Hage allegedly took down payments on home improvement contracts, and after getting the money disappeared after performing little to no work.In November, a Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News in November.The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.After the hearing Team 10 investigator Adam Racusin asked Hage if he had a comment about the allegations. Hage’s attorney said they had no comment. Hage is scheduled to be back in court in May. 1144

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) - A marijuana delivery driver was robbed at gun point and shot in North Park late Friday.According to San Diego Police Officer Robert Heims, the 21-year-old victim was making a delivery in the 2000 block of Haller Street at about 9:01 p.m. when a gunmen approached his vehicle and demanded marijuana.Related: Million dollar Fed?cartel seizureThe driver grabbed the suspect's gun and as they wrestled for the weapon the driver was shot twice in the right hand. SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5.
