SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom and state legislative leaders have reached an agreement on a bill to temporarily protect people from evictions. Newsom announced the agreement on Friday. The bill would ban evictions for tenants who have not been able to pay their rent because of the coronavirus between the months of March and August. Tenants would have to sign a document saying they have a financial hardship because of the virus. The protections would continue beyond August if tenants can pay at least 25% of their cumulatively owed rent between Sept. 1 and Jan. 31. Evictions could resume on Feb. 1. 635

The plan would cover the state's estimated .3 billion shortfall while avoiding most of Gov. Gavin Newsom's proposed budget cuts to public education and health care services. The agreement is similar to a plan the state Senate released last week. That plan avoids the most painful cuts by delaying billions of dollars in spending into future years. Rick Gates, the key prosecution witness in the tax and fraud trial of former Trump campaign chairman Paul Manafort, testified Monday he had committed crimes alongside and at the direction of his former partner -- and had also stolen from Manafort himself.In stunning testimony at Manafort's trial on tax and fraud charges, Gates stated he and Manafort had 15 foreign accounts they did not report to the federal government, and knew it was illegal.
