SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. SAN DIEGO (KGTV) -- A new monolith was supposed to be unveiled at a Scripps Ranch shopping center on Wednesday, but it was found destroyed hours before the introduction ceremony.Several weeks ago, a mysterious monolith appeared at the Scripps Ranch Marketplace, attracting crowds and raising questions like where it came from and who put it there.However, several days later, the monolith was removed by a group of teenagers.The theft of the monolith was disappointing for many, including Nutmeg Bakery & Café co-owner Drew Hoffus. He told ABC 10News that his business not only had a first-class view of the monolith, but it helped bring in customers.“This year has been a challenge for everyone … The landmarks helped us out a lot. SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. SAN DIEGO (KGTV) -- A local organization is raising money for a good Samaritan that died in February in Pine Valley. Sunday, the It's All About the Kids Foundation hosted the "Be Like Bob" art show to raise money for a scholarship in Bob Bruno's honor. Bruno died in February when he stopped to help a driver on the I-8 in Pine Valley. While helping, there was another accident and to avoid being hit, Bruno jumped over the side of the guardrail, falling into the canyon below. "I think he would be really honored to know that we were memorializing him this way," said Gwendolyn Sneed, Bruno's long-time partner. San Diego (KGTV) - A San Diego man claims San Diego County Sheriff deputies roughed him up in jail and the incident was caught on camera.He’s calling the deputies' actions an abuse of power.“I’m actually pissed,” said Joshua Strode. “I’m actually very angry.”San Diego State University police arrested Strode back in June for being drunk in public, something he denies.Strode was taken to San Diego Central Jail. He claimed he was inside the first-floor intake area when deputies came at him from all directions.“I kept on trying to tell them, 'You’re hurting me badly, please stop," he said.A video given to Team 10 from inside the jail shows Strode’s encounter with law enforcement. 692
