Almost 85 percent of Chinese people share just 100 surnames, with Wang, which literally means "king", being the most popular, the Xinhua news agency said on Tuesday. Zi Beijia, a Chinese reporter who fabricated a TV news saying that Beijing dumpling makers used cardboard as a filling, was Sunday sentenced to one year behind bars with a fine of 1,000 yuan for the crime of "infringing commodity reputation".The Beijing No. 2 Intermediate People's Court heard the case in an open court.According to the court ruling, Zi, 28, was a temporary employee of the Life Channel of the Beijing Television Station before being arrested.In June 2007, he visited some steamed stuffed bun stands but failed to find any cardboard-filled buns.For pursuing career achievements, Zi, under an assumed name of Hu Yue, went to the No.13 courtyard inside Shizikou Village, Taiyanggong Township of Chaoyang District, and asked four migrant workers who had been preparing breakfast there to make meat buns for him with a lie that he will buy the stuffed buns in a large quantity.The four meat buns makers were identified as Wei Quanfeng, Zhao Xiaoyan, Zhao Jiangbo and Yang Chunling, all from Huayin, a city in northwest China's Shaanxi Province.Then Zi came to the same venue the second time and brought cameras, pork, flour and cardboard himself.In order to film the process, Zi is alleged to have instructed Wei and his fellow villagers to make "baozi" or meat buns by soaking and crushing discarded cardboard he had collected and mixing it with pork. The baozi were said to have been fed to dogs.Zi used a home DVD camera to film the entire process and turned in his report after he edited it.Zi hid the truth to the Beijing Television Station, enabling his program to be aired in a slot known as "Transparency" on July 8 at the Live Channel of the station. The program caused baneful social effects and severely ruined the reputation of the relevant commodities, according to the court ruling.Zi pledged guilty at the court and said he was muddled-head at that moment, which cheated Beijing Television Station and the audience.Zi made a sincere apology to the audience, Beijing Television Station and the people concerned. BEIJING -- As the world marked International Human Rights Day on Monday, a Chinese expert in the field has documented his country's work in the area through a new article chronicling achievements that have been made over the past five years.Dong Yunhu, vice president of the China Society for Human Rights Studies, the largest nongovernmental organization in the human rights field in China, listed in his article some major facts outlining the fruits that have been reaped.In the newly-amended constitution of the Communist Party of China (CPC) adopted at October's 17th Party Congress, one of the landmark changes was that in the paragraph of "promoting socialist democracy", it said the Party "respects and safeguards human rights".It was the first time the CPC considered the development of human rights as an important aspect of national development.In November 1991, the Information Office under the State Council published its first-ever white paper entitled "Human Rights in China", stressing that full access of human rights was socialist China's "sublime goal".In March 2004, parliament adopted an amendment to the constitution that inserted the clause declaring "the state respects and safeguards human rights", putting human rights protection under the legal umbrella of the state.In March 2006, China for the first time wrote "human rights protection" in the country's national economic and social development plan as a part of the modernization drive.In his article Dong wrote: "Over the past five years, the most prominent progress in China's human rights protection is the 'mainstreamlization' and entry of human rights into the country's political life."The public's right to know, right to supervise has been constantly expanded. But such an idea is totally absurd for three major reasons.First, the distribution and the layout of the Tibetan population and the administrative divisions were formed during the long process of historical development; there is no historical basis for an administrative division such as "greater Tibet area".Archaeological excavation and documentation show the Qinghai-Tibet Plateau area has long been inhabited and has a diversified culture.In the Sui Dynasty (AD 581-618) and the Tang Dynasty (AD 618-907), the Qinghai-Tibet Plateau was an area cohabited by different ethnic groups.The regime of Tubo Kingdom (AD 629-840) coexisted with others such as the Tang Dynasty, Uighur and Nanzhao, in a territory cohabited by various ethnic groups and tribes.The headquarters and the main area of jurisdiction of the Tubo Kingdom basically constitutes the Tibet Autonomous Region today while other dependent territory is the region inhabited or cohabited by various ethnic groups.During the Yuan Dynasty (1271-1368), three chief military commands (three Pacification Commissioner's Offices) were established in areas with Tibetan traditions, namely U-Tsang Ngari, Amdo and Lhams, the divisions of which were carried out in the Ming Dynasty (1368-1644) and laid the base for the administrative division of today's Tibet and other Tibetan administrative divisions.The Qing Dynasty (1644-1911) further defined the boundary between Tibet, Sichuan and Yunnan. In 1731 the Qing government divided the border of the areas under the jurisdiction of the grand minister resident of Tibet and the grand minister superintendent of Xining. The administrative division of Tibet has not changed much since.Second, the so-called administrative region of "greater Tibet area" is a historical product of the invasion by imperial powers. From 1913 to 1914, the British-instigated Simla Conference was held, which brought up the concept of the so-called "greater Tibet area" - that the territory of Tibet covers part of Xinjiang to the south of Kunlun Mountains and the Anding Tower, the whole of Qinghai Province, the western areas of Gansu and Sichuan provinces, and Dajianlu and Adunzi in the northwest of Yunnan Province.When this was rejected by the representative of the Chinese government, Britain proposed again to divide the Tibetan-inhabited areas of China into inner Tibet and outer Tibet. The former referred to the small parts in Yunnan, Qinghai and Xikang, where the central government would enjoy dominion; outer Tibet included U-Tsang, Ngari and most of Xikang, which was to be governed by the Tibetans themselves.This shows that from the very beginning, the so-called "greater Tibet area" has been a separatist plot. Even the weak Northern Warlords government of China saw through the imperialist trick to split China and refused to sign the convention. How will Chinese people today allow the government to accept such an imposition?Third, there is no possibility for realization of an administrative region such as "greater Tibet area". Since the New China was founded, the central government, on the one side, has followed historical divisions, and on the other, according to the requirements of the Constitution and the Law of Regional Autonomy for Ethnic Minorities, considered the various factors for the economic, political and cultural development of the Tibetan-inhabited areas to establish eight Tibetan autonomous prefectures, one Mongolian and Tibetan autonomous prefecture, one Tibetan and Qiang autonomous prefecture, two Tibetan autonomous counties and the Tibet Autonomous Region through full discussion of people's representatives from various regions.In the past half-century, as the administrative divisions were well set, the system of regional autonomy for ethnic minorities has been gradually improved and guaranteed the equal rights of Tibetans and other ethnic groups living in the region.It has promoted national unity and social economic development and given full support by the Tibetan people and other ethnic groups.The ** Lama, however, has been insisting on the establishment of a political entity in Tibetan-inhabited areas to build an "alliance" relationship with China, requiring all other ethnic groups to move out of the so-called "greater Tibet area" and millions of people to give up their ancestral homes.This is not only an attempt to change the current relation between the central and the local government, but also a move to implement ethnic discrimination and ethnic cleansing. We must learn from the slaughters and bloodshed caused by ethnic conflicts and disputes the world over.Then why does the ** Lama insist on this groundless and impossible concept of "greater Tibet area"? There are at least two reasons. One is that many of the Tibetan people exiled with the ** Lama in 1959 are from Tibetan areas outside the Tibet Autonomous Region. The ** Lama needs to set a common illusion of "a united, independent and free Tibet" to buy these people's support. The other reason is that the claim was designed by their foreign bosses and they, as their flunkies, dare not disobey it.The ** Lama and his followers in his "government in exile" have often expressed their recognition of the Simla Conference. Therefore, the so-called "greater Tibet area" in essence is "semi-independent" or in "disguised independence", which aims to serve the open and complete "Tibet Independence" and disunite a quarter of China's territory in future.But the ** Lama and his alike do not really understand that the political claims they make against historical development and reality to please their foreign bosses, no matter under what splendid banners, are only "medieval fantasies" that go against the time and the interests of Tibetan people as well as people of all ethnic groups in China. The Chinese government will not be fooled!
GENEVA -- China on Tuesday got its first judge on the World Trade Organization (WTO)'s highest court, six years after the country joined the Geneva-based body.Zhang YuejiaoChinese lawyer Zhang Yuejiao was formally appointed by the WTO Dispute Settlement Body (DSB) as a member of the seven-person Appellate Body, which issues final rulings in trade disputes, WTO sources said.Jennifer Hillman of the United States, Lilia Bautista of the Philippines and Shotaro Oshima of Japan were also appointed as new members of the top court at a DSB meeting on Tuesday.The appointments were made according to the Dispute Settlement Understanding which stipulates that the Appellate Body shall " comprise persons of recognized authority, with demonstrated expertise in law, international trade and the subject matter of the WTO agreements generally," a WTO statement said.The WTO said Hillman and Bautista would formally join the top court next month, while Zhang and Oshima would join in June. They can serve up to two four-year terms.Zhang, 63, is professor of law at Shantou University in China. She is also an arbitrator on China's International Trade and Economic Arbitration Commission and practises law as a private attorney.Zhang once held positions at the Chinese Ministry of Commerce as well as at the Asian Development Bank.
