SAN DIEGO (KGTV) - Six people inside a minivan that drove down a flooded road near Fashion Valley mall were rescued Friday, according to a San Diego Fire-Rescue official. Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. No one was hurt, fire officials said.Police say the car was driven by a rideshare driver who had picked up five women at the mall who were all visiting from out of the country.There are barriers on the south side of Fashion Valley mall indicating the road is closed. 854
SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... It feels like maybe there could be some concern ... they're not keeping up with our health," said Michele Smith.10news reached out to the base and officials at the Department of Health and Human Services about the Smiths' concerns and are waiting to hear back. 1379

SAN DIEGO (KGTV) -- Steele Canyon High School is one of two evacuation sites run by the American Red Cross for people affected by the Valley Fire, but they're not housing people like they normally would. Instead, they're acting as a resource facility for families like the Roberts'."Mine was one of the only houses in the neighborhood that went up," Alana Roberts said. Her weekend was turned upside down when she got word of the Valley Fire, which went from 100 to more than 10,000 acres in less than 48 hours, claimed her home. "I was in Oceanside and we raced to get in and as soon as we were in our truck, cops said 'you need to go now'", Roberts recalled.She was able to gather just a few belongings. "It was me and my husband who went in and grabbed what we could and let animals free. I had chickens and I couldn’t get them all."And now, she's one of the dozens of people seeking relief and a place to sleep at one of American Red Cross' evacuation sites."Someone gave me dog food, food for the kids, and we have the restrooms so we can kind of wash up." These sites typically provide shelter for families seeking relief, this time around, they couldn't."Outdoor sheltering is basically what we’re doing, people are in the lots in their cars and are acquiring hotel vouchers to put people in lodging," said Earl Potts with the American Red Cross. So far, 60 people have received hotel vouchers but last night they ran out, forcing people like Roberts to hunker down in their cars, trailers, and RVs. "We figure the family will stay together, and hunker down together."The Red Cross said as the holiday weekend comes to an end, they're hoping to get at least 200 more rooms available. "We’re able to provide meals at certain times of day and a place to park and sleep which makes it less but more of a priority situation."Alana said she's just thankful her family is safe and is going to return to what's left of her home once they're given the go-ahead."I don’t know if its truly set in. SAN DIEGO (KGTV) - School districts across San Diego could begin to build affordable housing for employees and teachers who are struggling to make ends meet.Under the Teachers Housing Act of 2016, districts are now allowed to build housing on land they own. They can designate the homes specifically for teachers and employees, while still getting tax credits and funding usually only given to affordable housing projects open to the general public."The people working at schools need to live in the community they're working in," says San Diego County Board of Trustees Vice President Mark Powell. He recently published an article on the website VoiceofSanDiego.com advocating for the idea. He believes it would be a great way to make sure districts can attract and retain teachers who may not be able to afford California's rising housing prices."If wages are not high enough for them to afford to work in this area, then they're going to leave," says Powell. "That creates a vacuum, and it creates a shortage of a workforce."Right now, the average salary of a teacher in San Diego is ,314.That's less than half of what you need to make to afford a median-priced home in the area.Teachers we spoke with say they can't afford to live in the school districts they work for."I feel like an outsider," says Olympian High School Music Teacher Jennifer Opdahl. She drives about a half-hour to and from work every day. Opdahl says she has problems connecting with the community when she doesn't live there. She also gets frustrated that she can't vote on issues that affect her district. "I would be less stressed. I would be less exhausted. I would have better balance," Opdahl says of the benefits of living closer to campus. "All of those things equate to better health and, honestly, a longer career."San Diego Unified School District officials say the idea of using excess land to build housing is something they're already looking into. Recently, they partnered with Monarch Developments on an apartment complex in Scripps Ranch. The developer is leasing the land from the district and will designate 20% of the apartments in the complex as affordable housing. The district hopes their employees will be able to move into those units."We absolutely intend to be a part of the solution," says SDUSD Board Member Richard Barerra. He says the district is also looking at a handful of sites that they can turn into housing.Barerra says the district plans to move Central Elementary School in City Heights to a new location on the site of Wilson Middle School. He says the land where Central sits right now could become housing. He also says the district is considering renovating their headquarters on Normal Street to include a teachers' village with housing and open space. The district is also turning their old book depository building on 22nd Street and Commercial into a mixed-use development."To deliver quality education, you need quality educators," says Barerra. "So everything we can do to make it possible for great teachers and particularly young teachers to come into our district and teach our kids, it's all part of the investment in education that voters in San Diego have made."Because the districts already own the land, Powell believes they can bypass a lot of the planning steps that delay construction and add to costs. That would help keep the cost of rent down for teachers when they move it. It could also eventually become a way for districts to add money to their budget."You can use bond money, or you can get federal grants or loans from the state to build the units," says Powell. "Eventually, at some point, these lands start to pencil out and are positive cash flow."Barerra says he thinks SDUSD could have housing completed within 3-5 years."I think what we will do is create a sense of what's possible that other districts can look at and this can be really a big part of the solution," he says. 3939
