SAN DIEGO (KGTV) -- The majority of residents at Reo Vista Healthcare Center in Paradise Hills have COVID-19, according to officials with the facility.A total of 112 residents have tested positive, according to the facility’s administrator Curtis White. 40 staff members also tested positive for COVID-19. White confirmed 14 residents have passed away. Of that number, five died in local hospitals.The facility holds 135 residents.Juanita Gomez was one of the residents who tested positive. Her son told Team 10 she passed away July 1st.The state strike team assisted in expediting testing for residents and staff, White said. They have visited the facility three times.Cesar Noriega’s 90-year-old mother also tested positive. She is currently in the hospital dealing with COVID-19 and other health related issues. “She’s not doing well. She’s in a lot of pain,” Noriega said. Noriega said he urged early testing at the facility, but his pleas for help went ignored. He is now trying to figure out where his mother can get care after she is released from the hospital.“I’ve gone through elation, through depression, to anger… this is almost on a daily basis,” Noriega said.White said “most of the individuals with COVID are experiencing mild or no symptoms.” 13 residents and 23 staff members have recovered.“Our top priority remains the health and well-being of everyone in our facility,” White said. 1409

SAN DIEGO (KGTV) -- The Chicano Federation of San Diego County distributed hundreds of COVID-19 prevention kits in Barrio Logan to help prevent the spread of the disease in one of the county's hardest hit communities.The Chicano Federation partnered up with several local business to help provide over 500 kits to residents. Kits include children and adult face masks, disinfectant wipes, hand sanitizer, and thermometers.According to our ABC 10News heat map, Barrio Logan's zip codes have reported some of the highest number of coronavirus cases in San Diego County. Data from local health officials shows Latinos and Hispanics make up over 60 percent of the number of positive cases in San Diego County."We think it's important to send the message that it's really important to stay alert, stay aware, to still follow the county and state messaging around COVID-19 including wearing masks and physical distancing," said Nancy Maldonado, President and CEO of The Chicano Federation of San Diego County. 1012

SAN DIEGO (KGTV) - Supporters of the newly passed California Prop 17, which restores the right to vote to felons on parole, believe the vote outcome may help improve public safety.For the first time in some three decades, Mancy Thompson, 56, was allowed to cast a vote in a presidential election, recently sending in his mail-in ballot from his La Mesa home."Elated. I felt like,'Yes!'" said Thompson.For decades, the answer had been "no."In 1987, high on cocaine and heroin, the active-duty Marine shot and killed a bystander during a bar fight in Oceanside. After pleading guilty and serving more than 23 years in prison, he was released on parole in 2011.He graduated from a reentry program at the local nonprofit Second Chance, and has held down jobs ever since, including positions at the nonprofit. He was on parole for seven years and not legally allowed to vote."If I am disenfranchised, I'm no longer connected. I don't have value to myself, family or community, because they don't have to listen to you," said Thompson.When he got off parole, his right to vote was restored. That right that will now be granted to some 50,000 state parolees, thanks to the passage of Prop 17.Thompson says it can help remove the stigma of the past."Now I have a right to be heard and participle in the democratic process. It's huge," said Thompson.Prop 17 supporters point to a recent parole commission report that found felons with voting rights were less likely to commit future crimes. SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567

SAN DIEGO (KGTV) -- The Historic Balboa Theatre will be celebrating a milestone Monday night. The famed venue will host a party in honor of its 95th birthday. The celebration will pay special tribute to the USO in a performance produced by Ric Henry, a San Diego song-and-dance sensation. The musical review will depict the musical history of the USO from the 1940s to the present.
