BEIJING, Dec. 23 (Xinhua) -- Chinese President Hu Jintao appointed a new representative and ambassador to the World Trade Organization(WTO) and a new ambassador to Myanmar, according to a statement from the Standing Committee of the National People's Congress (NPC) on Thursday.Yi Xiaozhun, 59, previously a vice commerce minister, was appointed representative and ambassador to the global trade body, replacing 64-year-old Sun Zhenyu, who was the country's first WTO representative since China's accession to the WTO in Dec. 2001.Li Junhua was appointed ambassador to Myanmar, succeeding the 54-year-old Ye Dabo.Prior to Thursday's appointment, Li was deputy director of the International Organizations and Conferences Department of the Chinese Foreign Ministry.The appointment was in line with the decision made by the Standing Committee of the NPC, China's top legislature.

BEIJING, Jan. 8 (Xinhua) -- Just about two months ago, with a few clicks of the mouse, Chen Ying was able to watch her favorite American TV series, The Vampire Diaries or Gossip Girl, online for free.Like Chen, an employee of a foreign-invested company in Shanghai, many U.S. TV series fans in China have little choice but to watch video clips online because domestic cable channels do not broadcast copyrighted ones. Some even volunteer to upload clips onto video-sharing websites without any charges.But now Chen can rarely find such unauthorized online videos of foreign TV series.In November 2010, the State Administration of Radio, Film and Television (SARFT) announced a ban on any forms of trading and supplying unauthorized foreign TV series.Along with the ban, the Ministry of Culture launched a six-month nationwide crackdown on counterfeiting in October to halt the theft of intellectual property rights (IPRS) and promote public awareness in IPRS protection.In response, China's major video-hosting websites, including Youku.com, Tudou.com and Ku6.com, removed unauthorized foreign TV series videos.A podcastor, using an online name "Xueselaoxie" on the Nasdaq-listed Youku.com, said some 7,000 unauthorized videos of American TV series he had uploaded were deleted by the website in one night.To fans of foreign TV series, the ban might be a nightmare. But to the country, it was an important step in fighting IPRS infringement, said Li Yongqiang, assistant to CEO of Beijing Baofeng Inc., a provider of online video-hosting service.Similar regulations were issued earlier. But never had they received as many reactions as did this one, Li said."I checked some portals after the ban became effective. Some websites removed all the unauthorized videos of American TV series in just one night," Li said."I believe the entire online video-sharing industry had realized the importance of a healthy development environment, and people's awareness of IPRS will be raised," Li said.Following the order from the central government, many provinces beefed up their efforts in cracking down on online IPRS infringement.In northeast China's Jilin Province, the provincial copyright administration shut down two websites, o2sky.com and imdj.net, after they were found illegally providing unauthorized videos of South Korean movies.The ban has resulted in a reshuffle of online video-sharing industry in China, with major domestic websites gearing up to offer copyrighted imports of TV series and films.Sohu TV offered many copyrighted online videos of American TV series, including Gossip Girl, the Big Bang Theory and Nikita, after signing agreements with Warner Bros..Youku.com signed agreements with three major South Korean TV stations - MBC, KBS and SBS. It has also purchased rights from Warner Bros. to stream the hit movie "Inception," and charged five yuan (about 75 U.S. cents) for each view.Additionally, Tudou.com is trying to produce its own films and TV series."From website operators to video producers, content copyright has become more crucial to the survival of video portals," said Li Shanyou, CEO of Ku6.com."It's good to protect IPRS, but I would still like to watch the TV series online for free," said Cui Shan, a citizen of Changchun, capital city of Jilin Province."Definitely there are markets for foreign TV series or movies in China," Cui said. "I think those websites should import more copyrighted movies and keep offering them at a low price to win markets."China now has more than 200 million video website users and the market is growing, said Li Yongqiang. More paid online video programs will emerge as the cost of importing authorized films and TV programs rises.Li said it is likely that video-sharing websites join hands to import copyrighted programs from overseas in order to lower the cost of watching TV series online."But after all, the spirit of the Internet is to share resources. So as China's online video industry becomes more regulated, more resources should be encouraged to be shared for free on the Internet, " Li said.

WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke.He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. And the reform as good for the U.S. will be good for China as well," he added.Locke also revealed that during the upcoming 21st session of the JCCT in Washington D.C., the two countries will seek to further "nurture and improve the most highly-scrutinized bilateral economic relationship on Earth.""This is our most important bilateral dialogue or mechanism for resolving trade and investment issues between our two countries," he stressed.The session will be co-chaired by Locke and U.S. Trade Representative Ron Kirk with Chinese Vice Premier Wang Qishan. U.S. Secretary of Agriculture Tom Vilsack will also join the dialogue.

  

BEIJING, Dec. 31 (Xinhua) -- The Chinese government has ordered a crackdown on pirated videos of two Chinese New Year blockbusters "Let the Bullets Fly" and "If You Are the One II."The two Chinese movies are both big hits of the New Year movie season. "Let the Bullets Fly" has raked in over 400 million yuan (59.7 million U.S. dollars) in box office since its debut on Dec. 16, while "If You are the One II" has made 200 million yuan within five days since its release.The crackdown was ordered by the National Office Against Pornographic and Illegal Publications and the General Administration of Press and Publication "in order to protect and boost the development of China's film industry," a statement from the office said Friday.The statement said the crackdown is part of a half-year national campaign against infringement of intellectual property rights (IPR), which is underway.The two departments asked local market watchdogs to enhance market inspections to weed out illegal workshops producing pirated video products.

  

BEIJING, Nov. 30 (Xinhua) -- Chinese analysts have refuted criticism that China is not acting responsibly enough to address the recent increase in tensions on the Korean Peninsula.It is evident that China is actively making diplomatic efforts to ease the tensions and pushing for contacts and talks among relevant parties, they said, adding that these facts should not be ignored.John McCain, a senior U.S. senator said China "is not behaving as a responsible world power" in dealing with the Korean Peninsula situation.The U.S. House of Representatives Committee on Foreign Affairs and the House Armed Services Committee has called on China to suspend economic and energy assistance to the Democratic People's Republic of Korea (DPRK) to show the DPRK consequences for its "aggression."China on Tuesday called for a resumption of dialogue and negotiations amid rising tensions on the Korean Peninsula.(China does not control the DPRK, and China's actions are made out of a respect for other sovereign states and humanitarian considerations, said Zhu Feng, professor at Peking University's School of International Studies.United Nations Security Council Resolution 1874 adopted in June 2009 made it clear measures imposed by the resolution upon the DPRK "are not intended to have adverse humanitarian consequences for the civilian population of the DPRK.""There is serious misunderstanding and hostility between the DPRK and the Republic of Korea (ROK). The best solution is to make every possible effort to bring the parties to negotiation to maintain peace," Zhu said."Only with more contact and dialogue can we ease the current tensions and find a solution acceptable to all," Zhu added.As tensions grow, China has proposed emergency consultations be held next month between the heads of the delegations to the Six-Party Talks, Wu Dawei, Chinese special representative for the Korean Peninsula affairs, said Sunday.The analysts also called for calm and restraint to maintain and promote peace and stability on the Korean Peninsula.The series of large joint military drills between the ROK and the United States in the Korean Peninsula region is unprecedented, and the show of force may sting the DPRK and heighten tensions, said Tao Wenzhao, a research fellow at the Institute of American Studies at the Chinese Academy of Social Sciences (CASS).The ROK and the United States conducted joint military drills in March, June, August and September in the ROK and in waters off the ROK coast.
