VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. "We made major headway toward hammering out a targeted pandemic relief package that would be able to pass both chambers with bipartisan majorities."The Senate majority leader said money is needed not only for the American people suffering from the economic fallout caused by the pandemic, but to help re-up the Payment Protection Program and for vaccine distribution.“Congressional leaders on both sides are going to keep working until we get it done,” McConnell said.The Washington Post and Politico report the package would amount to nearly 0 billion in relief and may include a new round of stimulus checks, though the dollar amount for the possible direct payments isn’t yet known.The package would reportedly exclude aid for state and local governments, as well as leave out liability protections. (KGTV) -- The suspect deputies say broke into a Vista bike shop and stole more than ,400 worth of merchandise has been arrested.Ronald Gardner of Escondido was arrested on March 28 after deputies served a search warrant at his home.Gardner was arrested and booked into the Vista Detention Facility for burglary, possession of stolen property and possession of a controlled substance.Deputies also say three bicycles and some of the stolen sunglasses and bicycle parts were recovered and given back to the owner of the bike shop.RELATED: Vista bike shop targeted by thieves for the third time in six months?The owner of the “211 Bikes,” Jesse McCormack, found out that his shop had been burglarized after receiving a call from his security company.McCormack said this was the third time in six months the bike shop had been broken into. 874
