SAN DIEGO (KGTV) — Caltrans is starting a yearlong pilot program in San Diego to reduce wrong-way driving.The agency has installed markings at 30 locations that include red arrows and "DO NOT ENTER" written across the pavement that are only legible when driving in the wrong direction onto freeway ramps.The markings will stay up until the end of the year, according to Caltrans.The agency says that a previous three-year pilot program helped reduce wrong-way driving by 44% in San Diego. The program utilized special reflectors, sensors, and illuminated signs in early 2018.Now, those specialized reflectors have been installed on hundreds of miles of highways, according to Caltrans."The number of wrong-way drivers decreased significantly during the initial pilot program," said Caltrans Director Toks Omishakin. "The addition of these markings, along with what we have learned thus far, will go a long way as we continue to study ways to deter wrong-way drivers."While wrong-way crashes only account for less than 1% of all crashes on California's highways, they are often among the deadliest, Caltrans said."We are constantly looking for ways to improve safety on the transportation system," said Caltrans (San Diego area) District 11 Director Gustavo Dallarda. SAN DIEGO (KGTV) -- Behind the research board project that placed top 300 in the national broadcom master's STEM competition, is Scripps Ranch High's freshman, Agastya Sridharan. "It started when I was reading a Wall Street report saying google search results were bias and it was shocking to me."Agastya created a Google platform mock-up that surveyed people's perceptions on political candidates, based on search engine results. "I had a few political search results which were arranged in 5 different orders, one favoring a liberal, one favoring a conservative. Once I got the results back, I was shocked how much it changed people's perspectives by 30%."And it wasn't just his creativeness that got the judge's attention. He was also asked to answer two questions, one to offer a solution to the global wildfire issue. "You'd have a fleet of drones that'd detect fires with image processions and AI, that was my idea for solving the wildfires." His sharp responses then placed him in the top 30. "I just freaked out, it was incredible."Next month, Agastya will be competing in the final round as the contest goes virtual for the first time amid COVID-19. He said the most exciting takeaway so far, has been seeing others his age come up with real solutions that could change the world. "They've really tried to solve some of the problems pressing the world today. Like how to approach the problems our world face because we're going to be the ones inhibiting it, right?" 1482

SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) — As Seaworld San Diego reopens its doors this weekend, an East County grandmother and passholder says she and her grandson won't be making a visit.Visiting SeaWorld is one of Rose Becker's favorite things to do with her 4-year-old grandson Vincent."He just loves walking around and looking at the dolphins, orcas, and sea lions," said Becker.So when SeaWorld announced they would be reopening, she got excited.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidance"I was planning on taking him Sunday. Was so excited to hear SeaWorld was back open. My grandson was so excited ... and then my excitement, down to frustration," said Becker.She was frustrated because of the cost. SeaWorld is opening through its weekend Zoo Days Bayside BBQ and Brews events. It's reservation only with a limited capacity. The park's attractions will be limited to outdoor animal exhibits and shows. A ticket will include food, drink, and merchandise. Passholders like Becker get a complimentary ticket but must pay for the lanyard for the food and beverages. In the past few days, ABC 10News has received emails and Facebook messages from passholders upset about having to pay for the extra cost."We're being treated like second class citizens in essence," said Becker.SeaWorld plans to hold the weekend events until late September, and then reassess a true opening. SAN DIEGO (KGTV) -- COVID-19 outreach in the Latino community is getting a boost after San Diego County partnered with promotoras to help with contact tracing. Promotoras, which literally means promoters, are bilingual community health workers. The goal is to lower the high number of COVID-19 cases among Latinos in the county. Latinos and Hispanics make up almost 63% of COVID-19 cases in the county, but Latinos make up only 34% of the population.The promotoras are members of the communities where they will be working. The county announced the partnership at the beginning of August and now the promotoras are out in the community helping with contact tracing. The promotoras will work in underserved communities and Latino neighborhoods. ABC 10News spoke to two promotoras working with South Bay Community Services. They are getting ready to start on September 1st. In total, 17 promotoras with the organization will start on that day. They've all received hours of training and are certified contact tracers. The promotoras will have the task of reaching out to the close contacts of positive COVID-19 cases. The contact is made over the phone or via email and text and the promotoras will ask things about testing and if they're presenting any symptoms. The county's partnership also includes promotoras from San Diego State and will include promotoras that speak other languages like Tagalog and Arabic. 1421
