SAN DIEGO (KGTV) — The commissioner of the Pac-12 says 15-minute testing technology from a San Diego company could be the “game-changer” needed to restart competition in the conference before the end of the year.The Pac-12 is considering restarting college football as early as mid- to late-November, according to ESPN, as long as it can secure approvals from state and county lawmakers in California and Oregon.In some conferences, college football is entering its third week, but Pac-12 schools like USC and UCLA are still in workout mode after the conference voted last month to postpone all sports until 2021 at the earliest.League officials are now revisiting that decision and considering an earlier timeline after signing an agreement with San Diego-based Quidel Corporation to provide rapid antigen testing for all athletes, including daily tests for high-contact sports like football.“The access to rapid result testing that we can implement on even a daily basis with some sports with high contact will be a real game changer for us,” Pac-12 commissioner Larry Scott said after touring Quidel’s facility this month.Most nasal swab tests are genetic tests, or PCR tests, which seek out the genetic code buried inside the virus’ protein shell. These tests are considered the industry standard, but they require processing in a lab to convert RNA into enough readable strands of DNA. Results can sometimes take days.Quidel’s nasal swab test is what’s called an antigen test, which looks for parts of the virus’ protein shell. It can be read by machines at each university in about 15 minutes.“No one's going to be spreading the virus because no one will be engaging in practice or competition with the virus,” Scott said.That’s the hope at least, but the partnership with the Pac-12 will be an important test for Quidel’s diagnostic product.Quidel was the first company to get a rapid antigen test on the market, securing an emergency use authorization in May. But there were questions about the accuracy of the test compared to PCR tests in the small sample size provided by the company.In July, Quidel published more data showing its antigen tests matched up with PCR tests 96.7% of the time when a positive was detected. But those results were only among individuals who were actually showing symptoms.“The question that people have is in the asymptomatic population, will the data look similar?” said Quidel CEO Doug Bryant in an interview.Bryant said the company has unpublished data that will be forwarded to the FDA showing “very similar” relative accuracy to PCR tests in asymptomatic individuals, but he said the goal of the partnership with the Pac-12 is to investigate the tests even further.“We want to know that the tests we’re doing are appropriate for use in the asymptomatic population. And we need to demonstrate that, to not only the scientific community but to the public at large,” Bryant said.The testing program with the Pac-12 will essentially be a large clinical trial to find out if rapid testing of athletes can prevent spread, backed by the muscle at some of the premiere research universities.The Pac-12 is hoping the testing program will convince lawmakers to ease restrictions on college athletics, particularly in California.Although the NFL played a game at the new SoFI Stadium in Inglewood last weekend, nearby USC cannot gather in groups of more than 12 players.There are now four antigen tests on the market. SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. After that period, the Governor will have 30 days to uphold, reverse, modify, send it to the full Board of Commissioners for another review, or take no action.The parole review period will end in January 2019, after the end of Governor Jerry Brown's term, leaving the decision in the hands of his successor. 1609

  

SAN DIEGO (KGTV) - The first round of artists for San Diego’s Wonderfront music festival, supported by the star power of Tony Hawk, Trevor Hoffman, and Rob Machado, was announced Monday. The event will take place on seven stages in parks and on piers along the Port of San Diego, from South Embarcadero up to Broadway Pier. Wonderfront is scheduled for Nov. 22-24, 2019, the weekend before Thanksgiving. Wonderfront organizers plan to mix well-known stars with local favorites and emerging artists. “Our goal with this lineup was to have it stacked from start to finish each day with great artists. It’s hard to really call any certain bands our so-called headliners as so many lines of bands on this festival are all headliners in their own right,” said Wonderfront co-founder Paul Thornton. The first round of artists, announced Monday, include Miguel, Slightly Stoopid, Ben Harper & The Innocent Criminals, MGMT, Dimitri Vegas & Like Mike, Nicky Jam, Don Omar, Vince Staples, Tyga, Los Angeles Azules, Tucanes de Tijuana, Walk the Moon, Phantogram, X Ambassadors, Michael Franti & Spearhead, Lil Dicky, Big Gigantic, and Pennywise. A second round of artists will be named later in the summer, organizers said. North County resident Tony Hawk will have a presence at the festival with the Huckjam stage for music and a skateboarding ramp, where he and other pro skaters will perform tricks. “I’m excited to bring back the Huckjam format (choreographed and freestyle skating with live music) after 10 years of hiatus, and there is no better place for it than my hometown. SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes.
