SAN DIEGO (KGTV) - Siblings are frantically searching for their missing mother, after she walked out of Hospital Angeles in Tijuana Friday afternoon, according to her family.Jessica Puente, 73, accompanied her daughter, Johnica, for a surgery. When Johnica woke up, her mother was gone. "First thing I was like where's my mom, where's my mom? And they were like we don't know where she went," Johnica said.After questioning staff, a security monitor revealed Jessica walked out while speaking with the security guard at 11 a.m. Jessica asked the guard where to exchange money, Johnica said. She thinks her mom was going to find something to eat."We'll leave no stone unturned in Tijuana," her brother said Sunday night. He and their other brother flew into San Diego over the weekend, from their Seattle home, to help with the search."We tried to call the consulate but they're closed, we um called all these hospitals, we even went to the morgue, they went to the morgue this morning to see if there are any unidentified bodies," Johnica said they filed a police report with San Diego PD, passed out fliers in Mexico and have been using their connections to churches to spread the word.Johnica described her mother as shy, and says when she gets tired, she can get a little confused. She said her mother liked to dress up with flowers in her hair, jewelry, "her jacket and her shoes, she always liked to match, even though she's almost 73." Jessica is not only a mother of three, but grandmother to a little boy and girl, both under 10-years-old.When we asked how Johnica was able to stay so calm while talking about her mother's disappearance, she replied, "I don't know I just believe that she'll come up. SAN DIEGO (KGTV) - Sea World employees went on a rescue mission Saturday to free a Sea lion pup from a plastic ribbon wrapped around his neck on Boomer's Beach.The timing is poetic, on World Oceans Day. A day that "provides a unique opportunity to honor, help protect, and conserve our world’s shared ocean," according to WorldOceansDay.org.Sea World Animal Care Specialist Brooke Hubbard said they had been monitoring the pup and received another call Saturday. This time it sounded like the 2-3-year-old sea lion was in an area where they could safely remove the ribbon.A rescue that saved the mammal's life, "when there is lining around it's neck it can constrict it's airways and it's esophagus making it so they can't breathe or eat over time," Hubbard said.Video from her supervisor's perspective shows what it was like when the team snuck up on the sea lion, threw their net and cut the ribbon off with a pair of ordinary scissors.When they released the Sea lion, he scooted back to the ocean, "that's the best feeling in the world, especially since we didn't have to bring it back here and rehabilitate it," she said.Hubbard said this is is completely preventable, "please don't litter at the beach. SAN DIEGO (KGTV) -- SeaWorld has confirmed that the company completed layoffs Friday, a spokesperson confirmed to 10News. It’s unclear exactly how many people were laid off in San Diego or companywide, but the move comes as SeaWorld continues to see an increase in attendance at its parks. The move also comes as SeaWorld San Diego gets ready to open a new attraction called Tidal Twister this May. SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. SAN DIEGO (KGTV) -- SeaWorld San Diego is closed Thursday as a storm moves through the county. The theme park made the announcement Wednesday night after the first round of rain battered the area. Officials with SeaWorld say they plan to reopen the park Friday, Dec. 7. The park closed last Thursday, November 29 also due to the rain.
