SAN DIEGO (AP) -- Smoke from the fire that ravaged a Navy warship in San Diego Bay contained elevated levels of toxins, but air-quality authorities say area residents have little to fear. The San Diego Union-Tribune says the local Air Pollution Control District found smoke from the USS Bonhomme Richard contained a dozen potentially harmful substances but they were at levels for which there are no known great health risks. The district issued the Navy a notice of violation for creating a public nuisance and contaminating the air.The Navy has yet to say whether the vessel will be repaired. 600

SAN DIEGO — San Diego's mom-and-pop businesses and government agencies alike are awaiting their share of the 0 billion dollar stimulus package. The package provides forgivable loans for small businesses, boosts unemployment checks by 0 per week, and infuses billions into rental assistance, vaccine distribution, education, and child care.Michel Malecot is readying to apply for a new forgivable Paycheck Protection Program loan, from the new package. He got about 2,000 in the first round in March to help The French Gourmet and catering operation stay afloat. Now, his Pacific Beach bakery restaurant is having to deal with another shutdown order that disallows outdoor dining."I'm super happy because we really needed it," he said. "I don’t think people realize that the caterers and the restaurants that have been closed, they still have to make payroll if they want to be around for the future. We need to continue to maintain good people.”A county spokesman said Monday that officials were still trying to determine how much would be coming San Diego’s way.Attorney Kelly DuFord Williams, managing partner of Slate Law Group, said, however, that the cash won't all come at once.“If California is working directly with the federal government to receive the funds, my guess is it's going to be a lot faster for those agencies to get that funding,” she said. “The PPP loan will be distributed directly from the federal government to people across the nation via their bank accounts, and it’s going to depend on who is prepared and who is not, and whose application gets processed first and whose doesn’t.”The region remains plagued by high unemployment. The state recently reported about 100,000 San Diegans are out of a job - numbers that predate the latest shutdown order. 1793

SAN DIEGO (CNS and KGTV) - The San Diego Humane Society announced Thursday that its Humane Law Enforcement division conducted a one-day sweep of pet stores and issued more than 100 citations for violations of a partial state ban on the sale of dogs, cats and rabbits.Assembly Bill 485, which went into effect at the beginning of this year, requires pet stores to get their animals from a partnered shelter or rescue center in an effort to curb the sale of pets from so-called puppy mills and kitten factories that breed animals for sale en masse, often in inhumane conditions.Humane Law Enforcement officers issued 39 citations to Broadway Puppies and 38 to Bark Avenue, both located in Escondido, for failing to provide a documented agreement with a public or private animal shelter or rescue organization, according to Humane Society spokeswoman Dariel Walker. Officers also issued 25 citations to Pups & Pets in Santee for improper signage on the cages holding its available animals, she said.RELATED: 26-pound cat helping raise awareness on pet obesity10News spoke to Mindy Patterson, Co-President of "The Cavalry Group," an organization that represents animal businesses. One of their members is Broadway Puppies in Escondido. Patterson said AB485 treats legitimate pet stores unfairly."To mandate that a store is required to obtain and source their animals for sale, from a specific source is unconstitutional," Patterson said. "All I know is that our members are in accordance with the law."Patterson said she wants the public to recognize the difference between illegitimate backyard breeders and USDA-certified breeders. She said both of them are often lumped into the same negative category of "puppy mills.""They are licensed, regulated and regularly inspected facilities that meet very stringent standards," Patterson said. Cavalry Group co-founder Mark Patterson said the store "and its parent organization are faithfully following the letter of the law in this case and will be exonerated of these citations. Other pet stores in San Diego County have been subject to similar harassment by SDHS only to have the citations dismissed in court."Representatives of the other two pet stores could not immediately be reached for comment on the citations, which were issued during a countywide sweep Wednesday of pet stores under the Humane Society's purview.Last July, the county's Department of Animal Services ceded nearly all countywide animal control duties to the Humane Society, except unincorporated areas of the county that are served by the department's shelters in Carlsbad and Bonita.RELATED: San Diego Humane Society sees surge in young wildlife in need of care"My advice is beware," said Humane Law Enforcement Officer Allen Villasenor. "As a brand-new law takes effect, people will use different methods to try to circumvent the law and at this point it's our job to make sure everything is in compliance. I always suggest looking into shelters first, go to the adoption agencies first and see if you can find the right fit for your family there."Residents can report possible violations of the state pet sale laws by calling the Humane Society's Law Enforcement division at 619-299-7012. 3221

SAN BERNARDINO (KGTV) -- Park View's Green Monsters sprayed the toasty San Bernardino sky with a barrage of home runs on their way to a convincing victory Sunday night in the first round of the Little League West Regional baseball tournament at Houghton Stadium. The Southern California squad from Chula Vista powered their way to a win with a grand slam and a pair of back-to-back jacks from their two biggest bats in their rout over the Northern California champion Tri-City Little League team out of Rocklin, Calif., 16-8.The opening round match up saw the Green Monsters fall behind early in the bottom of the first on a long ball when Tri-City's Nathan Erickson cracked a low drive off Kainoa Baptista that hooked over the 225 marker just inside the left field foul pole. After hitting Aiden Weissenberg-Frost on a pitch then allowing him to advance to second on a passed ball, Baptista gave up a single to Adam Van Der Kamp that brought in Weissenberg-Frost giving Northern California a 2-0 lead.Weissenberg-Frost, whose recent no-hitter helped put TCLL into the West Region tournament, continued his dominance on the mound Sunday night.  The 5-foot-9, 170-pound right-hander relied on his searing 75 mph fastball to record his fourth and fifth strikeouts of the game in the second inning. According to announcers broadcasting the game on ESPN Plus, Weissenberg-Frost's fastball is equivalent to a mid-90s fastball in the Major Leagues. The Green Monsters struggled to locate Weissenberg-Frost's heat, but it was on his 40th pitch of the game in the second inning that saw PVLL get on the scoreboard.PVLL's Atticus Gates lined a 3-1 fastball over second base that got past center fielder Trajan Rogowski allowing Conner Alonzo to score from first base to narrow TCLL's lead, 2-1.Matthew Bjornstad took the mound for Baptista in the bottom of the second inning and turned in a commanding performance striking out all three TCLL batters he faced on 15 pitches. With Weissenberg-Frost still throwing 70 mph darts, Michael Rodriguez, a 5-foot-11, 160-pound right-hander, blasted a 1-2 fastball over left-center into a row of tents several feet behind the wall giving PVLL a 3-2 lead.TCLL's Tanner Dykstra came on to replace Weissenberg-Frost (59 pitches, 6Ks, 3 runs) only to face the Green Monster's cleanup hitter Jose Mendoza.Mendoza, a 6-foot, 193-pound center fielder, crushed Dykstra's first pitch into the souvenir shack beyond the right field wall.  Rodriguez and Mendoza's back-to-back big flies put PVLL up 4-2.Weissenberg-Frost's night on the mound may have been finished, but his bat wasn't done.  With two outs in the bottom of the third, the pitcher-slash-power hitter stopped Bjornstad's streak of five consecutive outs with a homer of his own.  Weissenberg-Frost struck a moon shot over the scoreboard in the left field gallery to cut PVLL's lead, 4-3.PVLL would go on to race around the bases in the top of the fourth led by a second round of back-to-back homers from Rodriguez and Mendoza, giving the SoCal Champs an 8-3 lead.Northern California got help in the bottom of the 4th inning after Rodriguez, who took over pitching duties, walked in a couple of runs to make the score 9-5. But that's as close as TCLL would come to catching the Green Monsters.  Rodriguez put the game out of reach with a towering grand slam over center field to put PVLL ahead for good.Park View will advance to play Nevada tomorrow at 4:30 p.m. at Houghton Stadium.  The winner of this tournament will represent the West in the Little League World Series in Williamsport, PA. Rodriguez wrapped up his night at the plate with three home runs (grand slam, 2HRs) and eight RBIs.  Mendoza finished with two homers and two RBIs. 3852

SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions. In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... If it saved one life, then it saves some parents from grieving," said Morris. 1729
