CLEVELAND — As we’ve seen throughout this pandemic, people on both sides of the mask debate are passionate about where they stand.“It’s very sad that this has become a political issue,” said Sharona Hoffman, a professor of Law and Bioethics at Case Western Reserve University.On Wednesday night, an order from Governor Mike DeWine will take effect, requiring masks in public settings in parts of Ohio, including Ohio's three largest cities of Cleveland, Columbus and Cincinnati. The move sparked increased chatter around the claim that these mandates infringe on the rights of Americans.“This shouldn’t be about people’s liberties,” said Hoffman.Government mandates are nothing new.“We have to pay taxes, we have to abide by the speed limit,” said Hoffman.During this pandemic, regulations requiring masks are no different and totally appropriate, according to Hoffman.“This type of regulation is legal, constitutional and very, very sensible,” said Hoffman.One of the main responsibilities of elected officials is to ensure the health and safety of those they serve.“It wouldn’t make sense to even have a government if their hands were tied and they couldn’t take these measures,” said Hoffman.Hoffman said people should be willing to mask-up on their own and not be told to do so.“This should be something that people are very willing to do not only to protect themselves but also to protect other people,” said Hoffman. CORONADO, Calif. (KGTV) -- A driver was detained late Tuesday evening after military officials said he tried to enter Naval Base Coronado property without authorization.The incident occurred at around 10:15 p.m. at the Stockdale Boulevard gate at Naval Air Station North Island, near Third Street and Alameda Boulevard.Kevin Dixon, with Naval Base Coronado Public Affairs, said a vehicle tried to enter the base but was stopped by barriers.Dixon confirmed the driver was detained, but no other information on the incident was released.The investigation forced the closure of the gate for several hours.There were no reported injuries to any military personnel. 668

CORONADO (KGTV) - An Arizona man is recovering from a bacterial infection he says he got from swimming in the ocean off the coast of San Diego.Travis Moncur had part of his forearm removed last week after doctors discovered he had gram positive cocci.The Arizona based event coordinator says he went swimming Sunday near the Hotel Del Coronado and by Wednesday he was in an emergency room.RELATED: Tijuana steps up efforts to keep sewage out of U.S.“For the first 24 hours they didn’t know what it was because it was acting like a bug bite,” said Moncur.Travis says he had a fever, was nauseous and the area where he had a small cut was painfully sensitive to the touch.“It was pretty dire,” said Moncur, “they said had I not gotten on top of it right away it would have got into my blood system and I could have gotten an infection in my brain.”Moncur says doctors told him the variety of coliform bacterial infection they believe he is consistent with dirty water.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresThe San Diego County Health Department says there no advisories for any of the areas where Moncur was swimming and they recommend covering any cut before going in the water.Moncur’s doctor will get back results to help them potentially determine the source, but he is still worried about the possibility of others getting what he has. “We were playing on the beach with people who had children” said Moncur, “I was able to catch it because I went to the ER right away.” 1528

Colleges are trying to figure out how students can safely get back to school, as more schools are choosing to go online only for the fall.For colleges that will have students on-campus, a big question is how testing could work. This week, Maryland's state universities are some of the latest to say they will test students if they can't prove they had a negative test within 14 days of arriving on-campusResearchers from Yale, Harvard and Massachusetts General Hospital have a model of what they say needs to happen for campuses to reopen.It includes testing students every two days along with strict social distancing measures“There are still schools out there who think they can get by with symptom-based monitoring,” said David Paltiel of Yale Public Health. “That is waiting until a student develops symptoms before springing into action. We have run simulations and scenarios over and over again. We have yet to find a single one where that is good enough.”Experts believe screening frequency is more important than test accuracy. But they say daily testing could lead to false positives. They think testing every two days will cost 0 per student per semester.“Any school that cannot see how it's going to reasonably implement a program of frequent screening alongside a program of social distancing really has to ask itself if it has any business reopening,” Paltiel said.Vassar College President Elizabeth Bradley looked at how the model would work for them. She wrote in the journal JAMA they would have a controllable number of infections, even if they only tested students every four weeks.They would also use social distancing, masks, and contact tracing. (KGTV)— More than three business owners in Coronado have been hit by criminals using fake 0 bills to make small purchases.Sam Frederick’s shop, Little Sam’s Island and Beach Fun on Coronado Island has all things fun. But last Saturday, fun was not on his mind, after somebody took advantage of his new employee.A man tried to buy three towels with a 0 bill. But at the last minute, he changed his mind to buy just one.“He realized that my guy was going to cash the 0 bill, so he puts two towels back, and he got more money that way,” Frederick said. MAP: Track crime happening in your neighborhoodThe clerk took the bill, gave the man in change, and left. When Frederick checked the cash register that night, he said something was not right. “I knew right there… The Ben Franklin wasn’t in shape at all,” he said. Coronado police say he is not alone. Investigators are looking into at least three more counterfeit 0 bill incidents in the last week. Joshua Jordan owns Treasures from the Heart, next door. He too was hit. The man again took advantage of his sweet employee.RELATED: Woman wanted in connection with using counterfeit bills at businesses in North County“He pulled out his credit card, I guess you can say, pretending to want to use it. Then he pulled out a 0 the last minute, very apologetic, saying “can you break 0?” Jordan said. They did. But the incident happened not once, but twice. “He saw that it was an easy mark, went to the next store, came back again, and bought a little more to look better,” Jordan said. He did not use the change he got from the first transaction but paid with another fake 0 bill with the same serial number. The bill was immediately rejected by the bank the next day.“I know maybe to some companies, 0 is not much. But to me it really hurts,” Jordan said. As Coronado Police continues their investigation, they are also encouraging business owners to check each bill with a pen and a black light machine, ask for ID, or call them if they are suspicious. “Right now we are working in cooperation with the secret service to see if this is an isolated incident in Coronado, or part of a larger trend in San Diego as a whole,” Det. Anthony Flores with the Coronado Police Dept. said.Investigators describe the suspect as a slim, lighter skinned Latino or Middle Eastern man in his 20’s to 30’s.  2461
