SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628

SAN DIEGO (KGTV) -- A man is in custody after a chase ended in a standoff with police at a Mission Bay Motel Sunday morning. Police say the chase started just before 9 a.m. at the A-1 Storage on Garnett Avenue after officers received a citizens' tip. The suspect driving a U-Haul truck led police on a short chase to the 4300 block of Mission Bay Drive near Roadway in San Diego.According to police, the man is wanted on felony weapons charges. After the chase ended, a woman in the passenger seat was detained while the driver ran into the nearby motel. The woman was later released. While searching for the suspect throughout the motel, officers learned that the man broke through several walls to try and escape. “This guy starts forcing himself into apartments, and now we have to deal with a possible hostage situation. That’s the reason why we brought so many resources down here. We wanted to get this guy into custody as fast as we can," Lt. Christian Sharp with the San Diego Police Department said. Eventually, police had to use chemical gas and a K-9 to apprehend the suspect, who has yet to be identified.  1166

SAN DIEGO (KGTV) -- A nurse who works for the Las Colinas Detention and Reentry Facility tested positive for coronavirus Wednesday, the San Diego County Sheriff's Department says. According to the department, the nurse has been isolated at home. No other information was provided about the individual's condition at this time. The department says it has identified inmates and staff who may have come into close contact with the nurse. A total of nine employees are considered at low exposure risk. We have been providing comprehensive education to staff on how to reduce chances of exposure and infection. We are continually updating communications with employees to include the latest best practices for combating the virus through training bulletins, signage at Sheriff's facilities and daily updates via email. We have implemented social distancing, virtual meetings, working from home, as well as paused non-essential meetings, travel and training. We have hand sanitizers, cleaning wipes and disposable gloves readily available to employees," the department continued. SAN DIEGO (KGTV) -- A San Diego contractor who admitted to stealing people’s money and not doing the work was sentenced Wednesday. Stephen Hage entered the courtroom as a free man, but left in shackles. Team 10 investigator Adam Racusin exposed the San Diego contractor back in 2018. Late last year, Hage pleaded guilty to three counts of grand theft and two counts of theft from an elder. Wednesday, he was sentenced to one year in custody on the charges. RELATED: Contractor accused of taking money and not finishing the jobWhile he was waiting for sentencing on the charges, a San Diegan now living in Arizona says that hasn’t stopped Hage from working. The man says Hage took his money and didn’t finish the job. The accusations brought up in court today. Prosecutors say total restitution to Hage’s 22 San Diego victims is about ,000. Wednesday, he brought in a check that’s not even close. “To come to court with ,700 after numerous months really isn’t sufficient.”The defense arguing he’s doing the best he can. “He’s not taking money from people and living this life of luxury, he’s barley getting by. After 30 days, Hage will be released to work furlough so he can earn money to pay back his victims.It will be up to Yuma County, Arizona whether or not to press charges there.
