BEIJING, Aug. 3 (Xinhua) -- China kicked off a five-day military exercise in two provinces on Tuesday in which 12,000 military personnel and seven types of military aircraft are taking part.The military exercise, code-named "Vanguard-2010", was carried out simultaneously in seven cities across the provinces of Henan and Shandong at 8:21 a.m. Tuesday and featured simulated emergency evacuations and planning for combat.The drill, consisting of two phases from Tuesday to Saturday, will feature emergency evacuations, war planning, reconnaissance, early warning activities, ground-to-air attacks and evacuations of command posts during its first phase ending Thursday.Its second phase consists of testing Chinese air defense troops' ability in fighting air units in a "complicated electromagnetic environment."At 8:21 a.m. on Tuesday, air defense forces from the People's Liberation Army (PLA) and paramilitary forces in the seven cities including Qingdao, Jinan, Zhengzhou and Kaifeng began evacuation plans and successfully moved to designated areas, screens at the drill's commanding headquarter showed.By about 10:10, an air defense brigade from the PLA Jinan Military Command led by its commander, Zhao Geng, had already traveled 100 km and begun to formulate war plans.

BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

BEIJING, July 30 (Xinhua) -- China's Ministry of National Defense (MOD) Friday introduced its new spokesmen, Senior Colonel Geng Yansheng and Colonel Yang Yujun, to domestic and foreign media during a press tour to an engineering regiment of the People's Liberation Army (PLA).Geng, 50, and Yang, 40, have become the ministry's third and fourth spokesmen.Their appointment came ahead of the PLA's founding anniversary on Aug. 1. Their two predecessors, Hu Changming and Huang Xueping, have been transferred to other jobs in the ministry.Geng told Xinhua that the MOD plans to hold regular press briefings, since 16 other ministries have done so.About 140 reporters, photographers and cameramen from home and abroad visited the engineering regiment building in southern suburban Beijing, watching dozens of soldiers demonstrating a mock rescue operation at a building which was "reduced" to rubble in a quake.Founded in 1964, the engineering regiment trains rescue members for the China International Search and Rescue (CISAR), which was established in 2001 with its personnel drawn from the China Seismological Bureau and the General Hospital of the Armed Police Force.The CISAR has completed six domestic rescue operations in Xinjiang, Qinghai and Sichuan, and six international rescue missions in Algeria, Pakistan, Iran, Indonesia and Haiti.After watching the simulation training, many reporters held interviews with the CISAR members and enquired as to how they managed to work in the face of big disasters."I felt deeply sad and hopeless when someone died in front of me after the quake," said Gao Yansheng, a 19-year-old CISAR member, who took part in the Yushu earthquake search and rescue operation in April.Another CISAR member, whose name was not given, said he was "astonished and also anxious" during the Sichuan earthquake rescue work in 2008.Liu Xiangyang, deputy director of the CISAR, said in an interview with Xinhua that CISAR members became physically and psychologically stronger after going through the Sichuan earthquake rescue work.CISAR members needed to learn more about earthquakes and put up with more complicated disaster situations, Liu added."It will become a routine activity of the PLA to open its military bases for the media interaction beginning around August 1," said Senior Colonel Li Zhen, vice director with the MOD's International Communication Office. "It is for the third time in the last three years that the MOD has tried to showcase the transparency of the 2.3-million strong PLA. BEIJING, June 18 (Xinhua) -- A senior Chinese government official has called for more efforts to promote increased awareness about energy-savings among the public and increase investments into research for energy-saving technologies.Vice Premier Li Keqiang made the remark in his letter to sponsors of China's 20th national energy-saving publicity week (June 12 to June 18) that ended on Friday.Various campaigns and promotional activities were held during the week to increase awareness about conserving energy among all communities and also promote energy-saving practices, Li said in the letter.Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said government should put more investment into research for energy-saving technologies.Additionally, long-term mechanisms for energy-savings should be established so that the 11th Five-Year Plan energy-saving goals could be realized, Li said.China seeks to reduce energy consumption per unit of gross domestic product (GDP) by 20 percent in 2010 compared to 2005 levels, according to the country's 11th five-year plan (2006-2010).The 20th national energy-saving publicity week was sponsored by the National Development and Reform Commission and 13 other government agencies.

BEIJING, June 13 (Xinhua) -- Experts from the Chinese mainland and Taiwan Sunday started their third round of talks in Beijing to pave the way for a long-awaited pact to boost cross-Strait economic ties.During the talks, the two sides will discuss the main content of the Economic Cooperation Framework Agreement (ECFA), and goods and services trade in the "early harvest program."The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.The first round of talks took place in January in Beijing, and the second two months later in Taipei.Fan Liqing, spokeswoman of the State Council's Taiwan Affairs Office, told a press conference Saturday that negotiations had made pronounced progress and were approaching completion.Yang Yi, another spokesman of the same organization, was reported as saying in March that the two sides should work together to complete the pact in June.Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), said on April 2 the SEF also hoped to see the signing of the ECFA by the end of June.
