UNITED NATIONS, March 18 (Xinhua) -- China on Thursday called upon the international community to render more support and provide more assistance to Afghanistan, and voiced its support for a leading coordination role by the United Nations in the reconstruction of the south Asian country.The appeal came as Li Baodong, the permanent Chinese representative to the United Nations, was speaking to a UN Security Council meeting on the current situation of Afghanistan.The international community must keep focused on Afghanistan, which is currently at a key transitional period, and increase support and assistance to enhance Afghan sovereignty and capacity for development, Li said.The international community should also step up the efforts to assist the country in strengthening its military and police forces, promoting the process of national reconciliation in the nation, he said.He said that China supports the leading coordination role played by the United Nations in helping Afghanistan in its reconstruction process.China had actively supported and participated in Afghanistan's peaceful reconstruction, he said, adding that China will continue to provide assistance to Afghanistan within its capacity.China had invited Afghan President Hamid Karzai to visit China on March 21-25, Li said, adding that he is confident that visit will achieve positive results.

Xinjiang Uygur autonomous region has abundant oil reserves and it is the largest natural gas-producing region in China. An economic development plan for Xinjiang is expected to come out soon. It will emphasize use of Xinjiang's advantageous resources, including petrochemicals, coal, non-ferrous metals and agriculture. The investment is likely to rise steadily over the next three years, driven by increased financial support from central government and neighboring provinces, and large-scale investment for key projects from State-owned companies. The rising tourism industry will also be a contributor to Xinjiang's economic growth.Tibet autonomous regionThe Tibet autonomous region is becoming another hotspot in China's regional economic development. The plateau region was traditionally dependent on farming and herding. Recently Tibet laid out a plan to explore its mineral resources, while pledging to stick to rational exploitation and minimizing the damage to the natural environment. The government announced plans to achieve "leapfrog development" in Tibet in January, including building the region into a "strategic reserve of natural resources" with the aim of reducing poverty among the Tibetan people. Tibet has more than 3,000 proven mineral reserves and it has China's biggest proven chromium and copper deposits. According to the plan, mineral resources will contribute at least 30 percent to the regional GDP over the next 10 years. Tourism will continue to play a significant role in supporting the economy.

BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

BEIJING, Jan. 15 (Xinhua) -- Minister of Public Security Meng Jianzhu told Chinese rescuers in Haiti via phone Friday night to make all-out efforts to save the eight buried Chinese policemen after they were located. BEIJING, March 16 (Xinhua) -- Chinese President Hu Jintao has commended the heroic deeds of a special policeman, who died on duty at the age of 28, and asked the country to build a special police team with high fighting capacity.Hu made the call in a written instruction to a meeting on Tuesday honoring Shen Zhandong, a special policeman from Zhengzhou, of the central Henan Province.Shen was known for his outstanding performance in many missions, including the rescue work after the deadly Wenchuan earthquake in Sichuan Province and the security work for the Beijing Olympic Games in 2008.Shen died on Jan. 30, the day of his 28th birthday. Medical diagnose suggested that overwork had taken a heavy toll on Shen and caused his sudden death.At Tuesday's meeting, Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, called on the country's police to learn from Shen.Zhou urged the police to step up efforts to resolve social conflicts, improve social management and enforce the law in a just and clean manner.
