BEIJING, Jan. 19 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday urged advancing the nation's health care reforms against all odds in 2011.Li, who heads the State council's leading group on health care reforms, made the remarks while presiding over the eighth plenum of the group. The meeting discussed work agendas in 2011, plans for piloting public hospital reforms, guidelines on training General Practitioners (GP) and other topics.Li said health care reforms had made great headway since they were launched one year ago, and people had received tangible benefits from the reforms. China should press ahead, against all odds, with the reforms.Chinese Vice Premier Li Keqiang (C) speaks at the eighth plenary of the State Council's leading group on health care reforms in Beijing, capital of China, Jan. 18, 2011. Li called for advancing the country's medical reforms against all odds during the meeting held in the capital city on Tuesday. Li urged improving the health insurance system so that people with major diseases would receive better financial protection. Also, Li stressed streamlining the centralized procurement and distribution of essential medicines so that the medicine system covered most government-sponsored grass-roots health institutions.China began implementing the essential medicine system in 2009 in a bid to reduce costs for patients. Essential medicines are heavily subsidized so hospitals can sell them at their cost.Further, Li urged training grass-roots medical personnel, and staff the nation's 50,000 grass-roots medical institutions with a certain number of GPs so patients would have easier access to medical services. In the public hospital reforms, Li said priority should be given to county-level hospitals that served 900 million people. Capacity building of county-level hospitals was pivotal to improve the affordability and accessibility of medical services.

BEIJING, Nov. 28 (Xinhua) -- Chinese State Councilor Dai Bingguo said on Sunday that China and the United States should help ease the tensions on the Korean Peninsula and facilitate dialogues. In a phone conversation with U.S. Secretary of State Hillary Clinton about the recent development on the Korean Peninsula, Dai said that China is deeply concerned with the dynamics in the area.Beijing holds that the immediate priority is to try to calm the current situation and reject any move that might escalate the tensions, he added. At the critical moment, Dai said, China and the United States should actively play a constructive role and take concerted efforts to mitigate the situation as soon as possible and safeguard peace and stability of the Korean Peninsula. The starting point of all Chinese efforts is to maintain the peninsula's peace and stability, he said, adding that all relevant parties should make joint efforts to secure an early resumption of negotiations and seek solutions via dialogues.Clinton, for her part, said that Washington and Beijing share common interests in maintaining the Korean Peninsula's stability and that cooperation is of pivotal significance. The United States is willing to work together with China to keep peace and stability of the Korean Peninsula, she added. The two sides also agreed to maintain close contact on the issue. An exchange of artillery fire between the Democratic People's Republic of Korea and South Korea last week killed four people, and aroused the concerns of the international community.

BEIJING, Nov. 27 (Xinhua) -- Two years of monetary easing policies helped China's economy emerge from the global financial crisis. Now, facing a runaway inflow of hot money, fast loan growth, and escalating inflation, China could become serious about tightening regulations to achieve a "soft landing".Analysts recently said China could see more interest rate hikes in the final month of 2010 in a bid to soak up excessive liquidity and prevent a potential overheating of the economy.Further, the People's Bank of China (PBOC) Deputy Governor Hu Xiaolian said on Oct. 24 that using multiple monetary policy tools to improve liquidity management and guide the money and credit growth back to normal would be the main task for the central bank in the remainder of this year.According to data released by the central bank Friday, in October those funds outstanding for foreign exchange (FOFE) hit 525.1 billion yuan (78.37 billion U.S. dollars), the second highest monthly record in history. That is to say, PBOC issued 519 billion yuan of Renminbi in October to purchase the same amount of fresh inflow of foreign exchanges, which usually enter the nation in the form of trade surplus, foreign direct investment and short-term international speculative funds."The huge inflow of hot money is an important reason behind the sharp rise in FOFE," said Zhang Ming, a researcher with the China Academy of Social Sciences (CASS).He noted, as the European debt crisis ceased, that speculative funds have returned to the emerging markets, notably after the U.S. Federal Reserve announced the second round of its quantitative easing policy."As the massive inflow of foreign exchange increases the domestic monetary base, it has become a major impetus of a broad money supply, which could exacerbate inflation," said Liu Yuhui, also a researcher with CASS.Hefty foreign exchange inflow usually goes together with soaring inflation. China's FOFE hit a record 525.1 billion yuan in April 2008. In the same month, China's Consumer Price Index (CPI), a main gauge of inflation, was up by 8.5 percent, which was unprecedented. Also, this October, the CPI rose by 4.4 percent, the highest amount in 25 months.Boosted by a massive trade surplus, the domestic monetary situation began easing in late 2008, as China's broad money supply exceeded 70 trillion yuan, surpassing the United States to become the world's largest.Li Daokui, a member of the monetary policy committee with the PBOC, said hefty money supplies posed huge risks to the nation' s banking system and, more imminently, would exacerbate the current inflation."The interest rate increase last month sent a signal that more such increases will come in the future," he said.

BEIJING, Jan. 11 (Xinhua) -- China's express delivery topped 10 million pieces per day as of the end of 2010, ranking the third most deliveries in the world, the State Post Bureau (SPB) said on Tuesday. Some 2.4 billion pieces were handled in 2010, an increase of 1.5 times from five years ago. Also, revenues jumped two fold from the level in 2005 to 57.3 billion yuan (8.68 billion U.S. dollars) last year.Despite the increase, China's per capita figure was less than two pieces per day, less than the international average of 4.1 pieces.SPB vowed to improve the policy environment to facilitate industry innovations and build competitive enterprises in the global market.
