SAN DIEGO (CNS) - County environmental health officials issued a water contact closure Friday along the Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated water. The San Diego County Department of Environmental Health issued the closure Friday afternoon following rainfall this week that caused contaminated water in the Tijuana River to flow into U.S. waterways. County officials regularly issue beach closures after rainstorms due to contaminated flows from the river. The closure extends along the shoreline from the U.S.-Mexico border to the southern end of Seacoast Drive. County officials have placed water contact closure signs to alert beachgoers of the water's contamination. The signs will remain in place until water sampling meets state health standards. SAN DIEGO (CNS) - Authorities Wednesday publicly identified a Chula Vista city employee found slain in his home near Mount Helix.Chula Vista police personnel conducting a welfare check at the request of a co-worker found the body of 38-year-old Kevin Powell in his residence in the 4400 block of Carmen Drive in Casa De Oro shortly after 1 p.m. Tuesday.Because the neighborhood is in an unincorporated area, the San Diego County Sheriff's Department was called in to take charge of the case, said sheriff's Lt. Thomas Seiver.Powell's death has been ruled a homicide, said Seiver, who declined to specify how the victim is believed to have died."The preliminary cause-of-death (finding) is being withheld for investigative reasons," Seiver said.Powell's work supervisor asked police to check on him after he missed several meetings, according to the sheriff's department. 878

Both increases are a modest recovery for the housing market after housing sales tumbled by double digits from May to June.Median sales prices for both property types dipped slightly in July after steady gains each month of the year, save for attached property prices from March to April. SAN DIEGO (CNS) - A man was shot in the hand during a large party near San Diego State University Sunday, police said. Police received reports of gunfire at about 12:30 a.m. on Art Street in the college area. Officers found a car with a bullet hole, but no victim. They found some shell casings at the scene. Later, a man with a bullet wound to the hand showed up at Sharp Grossmont Hospital. Police went to the hospital to interview the victim, but he was uncooperative, police said. 492

SAN DIEGO (CNS) - A man was killed Saturday when an SUV overturned and crashed into a tree on the Sea World Drive on-ramp to northbound Interstate 5, the California Highway Patrol said.The accident happened about 9 a.m. when a white Cadillac Escalade luxury SUV, traveling at a high rate of speed according to one witness, overturned and hit a tree on the right shoulder of the Sea World Drive on-ramp, according to CHP Officer Salvador Castro.Units from the San Diego Fire-Rescue Department were also on the scene, near the Tecolote Canyon Natural Park and Nature Center.The CHP had no immediate information on the identity of the victim. Castro said nobody else was in the SUV at the time of the crash.Traffic on Sea World Drive and northbound I-5 was reported to be slowing. The CHP will investigate the cause of the accident. 837
