SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) -- California’s superintendent of schools announced a new plan to study the role and impact of police on school campuses.During a Wednesday morning virtual press conference, State Superintendent of Public Instruction Tony Thurmond said he wants to speed up research in examining how police at schools affect students.“We need to set clear standards that police officer should never be dean of students or disciplinarian for student behavior,” Thurmond said.Schools may still need police on campus to respond to situations such as active shooters or bomb threats, Thurmond said, but he was clear that officers should never treat students like criminals.In the wake of protests over the death of George Floyd in Minneapolis and as people across the U.S. call for systemic change in the role police play in all of our lives, Thurmond is organizing a task force to study police presence at schools.“We should have more restorative justice programs, focus on de-escalation, programs that focus on intervention that can be done by those who have the ability to use peacemaking skills to reduce violence,” Thurmond said.San Diego County is no stranger to police-related controversy on local school campuses.In 2016, a fight at Lincoln High School ended with school police using Tasers and pepper spray on students. One officer and four students were hospitalized, and two students were arrested.In 2018, a campus police officer slammed a student at Helix High School onto the ground. That student later filed a lawsuit over the incident.Now, a Change.org petition is calling for the San Diego Unified School District to close its district police department, saying, “Policing schools creates a toxic school climate that attenuates the school-to-prison pipeline and is not necessary to cultivating school safety.”As of Wednesday, the petition has just over 1,800 signatures.Federal data shows a slightly disproportionate amount of arrests of minority students within San Diego Unified School District. Data shows 66 percent of arrests are of Black or Hispanic students, even though they only make up 56 percent of the school population.Thurmond said he wants to look into that issue specifically.“To make sure that any police officer who is on campus is someone who wants to be on campus, who has chosen to be there, not just been assigned. And there will be training for them in implicit bias, de-escalation and understanding youth development,” Thurmond said.SD Unified officials have not responded to the petition or Thurmond’s comments, but on the district website, officials said having officers on campus allows them to build relationships with students, teachers, and staff, and better serve the school community. 2737

  

SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. SAN DIEGO (KGTV) — County supervisors and health officials say the region's number of community outbreaks has exceeded its threshold prompting a pause on future business reopenings.Thursday, community outbreaks rose to eight from June 11-17. A community outbreak is considered three or more confirmed cases from the same place.The community outbreaks were linked to three businesses, two restaurants, one private residence, one campground, and one social club, according to Public Health Officer Wilma Wooten. "When people come together and are within 6 feet of each other without facial coverings it's bound to happen."As things open up and people think that they can go back to the pre-COVID-19 existence, we cannot."Three of the eight outbreaks could fall off the county's metrics on Friday and bring the county below the threshold once again.Supervisor Nathan Fletcher said the following actions would be taken in response:The county will pause implementing statewide guidance on additional reopenings, not including Friday's planned reopenings of nail salons and other personal care services; andThe county would begin targeted enforcement on entities that are not following health orders.The locations of the county's eight outbreaks were not detailed. Fletcher said revealing which businesses had outbreaks could jeopardize contact tracing reporting and businesses cooperating.
