BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday.The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement.The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system.The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas.The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development.The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.

BEIJING, March 16 (Xinhua) -- The Chinese market has more potential for U.S. exports, especially high-tech products, as only 6.7 percent of overall U.S. exports went to China, said Ministry of Commerce (MOC) spokesman Yao Jian Tuesday.The two countries were each other's second biggest trade partners, and China was willing to strengthen economic and trade cooperation with the United States to promote more balanced Sino-U.S. trade, Yao said at a press conference in Beijing.This aim could be reached if the United States reduced restrictions on exports of high-tech commodities to China, said Yao.Just 7 percent of China's high-tech imports come from the U.S., down from 18 percent in 2003.China's imports grew faster than exports in the first two months this year. Imports grew 63.6 percent compared to a 31.4-percent growth in exports, figures from the General Administration of Customs show.Yao said the ministry would make efforts to increase imports this year by relaxing import controls, hosting trade exhibitions, and providing free exhibition space for the least-developed nations.Zero tariffs would be offered to some under-developed countries or regions to boost bilateral trade.The MOC would also continue sending Chinese procurement teams to foreign countries this year to raise imports, Yao said.

HANGZHOU, Feb. 13 (Xinhua) -- Days before its 4,000 employees, mostly migrants, started off upon their annual trips home for the Chinese Lunar New Year, Tiansheng Group, a textile company in the eastern Zhejiang Province, promised pay rises hoping workers would all come back after the holiday."We are expecting a severe shortage of skilled workers this year," said Wei Guoliang, president of the company's trade union. "But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.

  

BEIJING, Jan. 27 (Xinhua) -- China's banking regulator asked lenders to keep credit growth at reasonable pace in 2010 and vowed to tighten supervision on property loans amid increasing risk of asset bubbles."Banks should reasonably control new loans, better manage the pace and try to achieve balanced issuance and steady growth of credit quarter by quarter, " Liu Mingkang, chairman of the China Banking Regulatory Commission (CBRC) at a meeting on Tuesday.Despite regulator's repeated warnings on risks hidden from the record 9.6 trillion yuan of new loans last year, banks rushed to lend more than 1 trillion yuan in the first month of this year in fear of the expected tighter loan policy in 2010 after the credit binge last year as media reported.An official with the Industrial and Commercial Bank of China told Xinhua the credit growth in the first ten days of January was a little bit fast, and turned smooth in the last days of the month.According to the statement posted on CBRC's Web site on Wednesday, Liu said the regulator will pay special attention to the changes in the property market, strictly enforce relevant policy, and beef up the "window guidance" over credit to the real estate sector.But he restated banks should continue to support first-time home buyers.Liu also told banks to continue lending to fund rural development, small business, consumer spending and environmental protection.He said banks should keep adequate capital and heed of resurgence of bad loans.
