Special counsel Robert Mueller's team has informed President Donald Trump's attorneys that they have concluded that they cannot indict a sitting president, according to the President's lawyer."All they get to do is write a report," Trump lawyer Rudy Giuliani told CNN. "They can't indict. At least they acknowledged that to us after some battling, they acknowledged that to us."That conclusion is likely based on longstanding Justice Department guidelines. It is not about any assessment of the evidence Mueller's team has compiled.A lack of an indictment would not necessarily mean the President is in the clear. Mueller could issue a report making referrals or recommendations to the House of Representatives.The inability to indict a sitting president has been the position of the Office of Legal Counsel in the Justice Department since the Nixon administration and reaffirmed in the Clinton administration, but it has never been tested in court.It had been an open question whether, if investigators found potentially criminal evidence against Trump, Mueller's team would try to challenge those Justice Department guidelines.CNN reached out to Mueller's team. They declined to comment.Deputy Attorney General Rod Rosenstein publicly discussed the issue earlier this month at an event held by the Freedom Forum Institute. He was asked if a sitting president can be indicted."I'm not going to answer this in the context of any current matters, so you shouldn't draw any inference about it," Rosenstein said. "But the Department of Justice has in the past, when the issue arose, has opined that a sitting President cannot be indicted. Several Kentucky teachers won't be going to work Friday after the state legislature approved changes to their pension on Thursday.Educators, who are furious over the pension issue, called out of work in protest. At least nine counties have canceled school, the Kentucky Democrats tweeted early Friday. Kentucky has 120 counties.The bill, which overhauls the state's pension, passed mostly on party lines and heads to Gov. Matt Bevin, who supports reforming the system. ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. Severe weather brought heavy rain, hail and flash flooding to some parts of Maryland.  In Frederick, flood water was so high Tuesday night it covered the tires on cars. Some residents say Market Street was so flooded it looked like a river. Police sent alerts asking residents not to drive on the roads. Emergency crews rescued six people from three vehicles trapped in floodwater.  Click below to see storm pictures from across the state:Businesses in Frederick were also impacted by the storm. The basement of the YMCA on N. Market Street was completely flooded. The first floor had about four to five inches of water. Emergency crews pumped water from inside of the building to help drain it. The YMCA will be closed Wednesday.  So far, no injuries have been reported.   941
