Michael's top winds at landfall were well ahead of Katrina's top winds at landfall of 130 MPH, on par with Maria's top winds at landfall of 155 MPH, but below Andrew's top winds of 165 MPH.But in the immediate aftermath of Andrew, it was declared a Category 4 hurricane at landfall. An arrest report says 24-year-old Rovester Ingram wasn't wearing a mask so the older man asked him to back away on Sept. 8. The man then paid for his items and left the store. Police say Ingram followed him outside and began punching and kicking him. The man went back inside. But Ingram followed him and dragged him back out. WEST PALM BEACH, Florida — West Palm Beach says the number of police cars that had to be pulled off the streets due to engine failure has risen to 49.City Administrator Jeff Green said at this point they believe a tainted fuel shipment in the middle of March is to blame.
