SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) - As the Valley Fire raged across parts of eastern San Diego County, emergency assistance workers put into action plans they'd been working on for months to handle the dual disaster of a wildfire during a pandemic."It completely changed our approach," says Red Cross Regional CEO Sean Mahoney.The Red Cross has been planning and training for months, knowing this situation would likely arise this fall.Mahoney says their plan included Temporary Evacuation Points instead of group shelters, hotel rooms for people who needed somewhere to stay, grab and go or delivery meals, and an emphasis on sanitation and health screenings to keep volunteers and evacuees safe."We planned for this as much as we possibly could, but exercise is just an exercise. Doing the real thing is where you have those real lessons learned," Mahoney says.During the Valley Fire, the Red Cross assisted 440 people in 174 families. They served around 9,000 meals and snacks.Mahoney says his staff's dedication, along with 107 volunteers who worked 12-hour shifts, helped things go smoothly.But not everything went according to plan. On the first night of evacuations, the Red Cross ran out of hotel rooms, especially for people who had pets. Some evacuees without RVs had to sleep in their cars.Mahoney says the busy Labor Day Weekend, combined with hotel capacity restrictions because of the coronavirus, leads to fewer available rooms.To make sure it doesn't happen again, Mahoney says the Red Cross is already working on backup plans to open limited group shelters, with social distancing put in place to keep people apart. He told 10News they've already scouted hundreds of locations around San Diego.Meanwhile, the San Diego Humane Society also put in new protocols for safety during the pandemic. They helped hundreds of animals during the Valley Fire, and say the most significant challenges were limiting contact with owners and making sure their field teams followed the rules about distancing and wearing masks."The more people you interact with, the more likely you are to come in contact with somebody who is transmitting coronavirus," says Lt. John Peaveler. "So, we've had our biggest safety precautions on that side."Both groups say they'll take all the Valley Fire experience and put it to use in the next disaster. SAN DIEGO (KGTV) -- As the weather across San Diego County warms, rattlesnakes are out if full force.Rattlesnakes live throughout Southern California and live in the deserts as well as along the coast, according to the California Department of Fish and Wildlife. The department says most bites happen from April to October when the snakes and people are most active outdoors. RELATED: Deadly backyard encounter could point to dangerous snake season“Snakes really get an unfair bad rap, when they actually play an important role in California’s ecosystems,” said CDFW’s Keep Me Wild program coordinator Lesa Johnston. The potential of running into a rattlesnake shouldn’t deter anyone from enjoying the great outdoors, the department adds. According to the California Poison Control System, the chances of being bitten are small when compared with the risk of other environmental injuries. Taking the time to learn about safety precautions before going outdoors can make all the difference,” Johnston added. The department says rattlesnakes generally aren’t aggressive and will likely retreat if given room and not provoked or threatened. “Most bites occur when a rattlesnake is handled or accidentally brushed against by someone walking or climbing,” the department says on their website. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. We look forward to continuing to work with the San Diego leadership both on the health and the elected side to make sure that we do make the right decisions for that county broadly speaking, and we'll be looking forward to the upcoming week and those conversations."Ghaly said the state does empathize with the concern of the business owners and the idea of opening up just a few weeks ago to close back down.Schlumpberger is worried if her businesses is impacted again, it might not survive."I've put so much money and time into building my business and to just lose it because they keep closing us down again is not fair," she said.San Diego officials formally asked the governor to not include SDSU case numbers in the county’s overall total, however during a press conference Wednesday, Gov.
