SAN DIEGO (KGTV) — The woman accused of killing another driver in a wrong-way crash while drunk on a San Diego freeway last year changed her plea Friday.Lauren Ashley Freeman pleaded guilty to gross vehicular manslaughter while intoxicated and DUI causing injury in the Feb. 26, 2018 collision that killed 35-year-old Justin Callahan.Freeman's plea dismisses a murder charge. Freeman was charged with causing the fatal crash in November.Callahan was driving to his Ocean Beach home from work in Chula Vista when the crash occurred on a transition ramp from northbound Interstate 5 and westbound I-8 just before 2 a.m.The 35-year-old died at the scene, while Freeman and a passenger in her Toyota Camry sustained major injuries. Tiny houses come in a variety of shapes and sizes and are equipped with the basics for living, sleeping, and cooking. They range in size from 150 square feet to 400 square feet and cost between ,000 and 0,000.Tiny homes can help create an affordable option for low-income residents that doesn’t require a taxpayer subsidy.City officials said, “A significant portion of households in San Diego can afford a movable tiny house as an Accessory Dwelling Unit (ADU). The average cost of rent for a tiny home is 0 a month. A property owner would recover their initial investment in eight years. After that, the rent from the tiny house could help cover their mortgage and other expenses.”Currently, the city allows homeowners to build accessory dwelling units on their properties. With Tuesday’s approval, homeowners can add tiny homes to their properties.“Moveable tiny homes are a great option that naturally increases affordable housing at no cost to taxpayers. It’s a win for the homeowner, it’s a win for the renter, and it’s a win for the taxpayer,” said San Diego City Councilman Scott Sherman. “I appreciate my colleagues support for this important housing reform. This year marks a few important milestones for families and survivors.A settlement announced one day before the three-year anniversary, meaning 0 million will go to victims and families.Also, Nevada’s Governor Steve Sisolak added two more to the list of people who died as a result of the shooting. She lost her eye and now three years later, has had seven surgeries and now has a prosthetic eye. She said because of the chaos of physically healing the past few years, this is the first anniversary where she’s been able to grieve more.“I was going through so many surgeries and having so much at the time of the first and second that it kind of kept my mind so busy and so focused on that, and I tried so hard not to feel but this year I feel it a lot more,” said Romo.Doctors thought Romo would lose her sight and speech, but she defied those odds. There is still a long road to recovery for her, but she’s thankful for the life she’s been blessed with. SAN DIEGO (KGTV) -- The San Diego Unified School District Board voted Tuesday evening to support a package of bills making their way through Sacramento that would put a moratorium on new charter schools. There are four separate bills before the state legislature. Among other things, the measures would put a five year moratorium on new charter schools, increase local control by preventing charter schools from locating outside their district and put a cap on the number of charter schools that can open. San Diego Unified Trustee Richard Barrera helped draft the resolution in support of the bills. "We've got plenty of great examples of seeing laboratories of innovation that have happened over the past 25 years; however, what I think the law did not predict, was that charters have expanded very rapidly. There are organizations that kind of create chains of charter schools that go and pop up in different places around the state," said Barrera. He said the moratorium would not affect existing charter schools. "Let's think about the whole system; let's think about what's good for every kid, nothing in these bills affects existing charter schools. In fact, I believe these bills protect existing charter schools because they are as vulnerable to some new school popping up, that may or may not succeed, but in the meantime, you've got that movement of students back and forth," said Barrera. Barrera said roughly 16% of students in the district attend charter schools at a cost of approximately million dollars a year. There are nearly 50 charter schools in the district. Supporters of charter schools said the board's vote was motivated by politics and money. "I think they're kind of greedy, the public schools. They're wanting the money, for each student they get so much money," said Charles Taich, whose daughter attends a charter school. The California Charter Schools Association says the resolution the board passed isn't focused on students or families. "It really isn't about students. If you look at the resolution itself, it doesn't talk about parents and students. It just talks about districts and money and the information is not factual, so we want to address that," said Miles Durfee, Vice President of Regional Advocacy for the California Charter Schools Association. Durfee said they'll continue their fight at the state level. "The Charter Schools Association has worked really hard with members to really make sure we increase the quality of charter schools and we know schools need to continually improve, but we really believe that charter schools are one vehicle to do a great job to give choice to parents," said Durfee. 2667
