SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Doctors have medically cleared the release.RELATED: Bill introduced to keep sexually violent predator hearings open to publicAmong those that testified today was County Supervisor Dianne Jacob, who represents the area where Poulsom would be released. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (KGTV) -- A developer is going back to the drawing board after a downtown agency blasted its affordable housing proposal Wednesday. Pinnacle planned to build a 58-unit low-income apartment complex at the corner of 11th and B. It would be attached to a 32-story market rate residential tower. While the buildings would be attached, they would have separate doors, no interior connections, and few shared amenities.Civic San Diego's board of directors rebuked the developer Wednesday. "You want to put us somewhere else," board member Robert Robinson said. "Are we not good enough to get on the top floor and look out at the ocean? That's what the message is here."David Dick, an attorney representing Pinnacle, said that was a misrepresentation of the intent. "It has to do with the realities of construction, cost financing, management and ownership," he said. Dick added that Pinnacle should be lauded for its willingness to fund much-needed affordable housing downtown, as opposed to paying an in-lieu fee that could take years to yield any units. SAN DIEGO (KGTV) - A camp in Vista is giving kids a place to cope with the loss of a loved one, along with others on the same journey.Experience Camps provide boys and girls whose parent, sibling or primary caregiver has died, with a program that helps build confidence, encourages laughter and allows them to navigate their grief through friendship, teamwork, athletics, and the common bond of loss.The nonprofit provides the experience free for families. "My mom she was really, really nice. I loved her with all my heart. When she passed, it was devastating," said 13-year-old Dylan from San Diego.Dylan's mother died of breast cancer. "It was really tough, but once I got here it was really good to know that other people had the same experience," said Dylan.This is Dylan's third year at camp. He and others are gaining coping mechanisms to navigate their grief better. "The common experience we all have is grief, and I think that's the strongest bond between all of us," said Amit Sura, a camp counselor. A typical camp day includes two activity periods, such as volleyball, tennis or arts & crafts. The third morning period is focused on different techniques in the bereavement toolkit, built to help the campers identify, express, and understand their feelings. Later in the day campers take part in a camp-wide activity, such as relay races or a hike up a nearby mountain. The camp comes together again during free swim, dinner, and an evening activity before retiring to their bunks."Today we did a mindfulness activity, talked about sitting with emotions like anger, happiness, sadness," said Sura. SAN DIEGO (CNS) - Two men who took part in a fatal Pacific Beach home invasion that resulted in the shotgun slaying of a resident were sentenced Friday to state prison terms.Carlos Yslas, 25, and Pedro Ramirez, 28, were sentenced Friday for their roles in the death of 44-year-old MarcAnthony Mendivil, who was shot in a home in the 2300 block of Wilbur Avenue on Dec. 29, 2018.Mendivil was living at the home of another defendant, Paul Charles Weinberger, 51, at the time of his death and was killed in what court documents describe as a forcible eviction gone wrong.Yslas, who was the gunman in the incident, was sentenced to 27 years in state prison, based on his plea to a voluntary manslaughter charge. Deputy District Attorney Flavio Nominati said Yslas was released from prison on a residential burglary conviction about a week prior to the shooting.RELATED: Three men plead guilty to Pacific Beach shotgun slayingRamirez was sentenced to eight years in prison on Friday, while co- defendant Freddy Sosa, 38, was sentenced last year to eight years in prison. Weinberger was sentenced to three years earlier this week.Sosa pleaded guilty to voluntary manslaughter, while Weinberger pleaded to an assault with a firearm charge.According to court documents, Sosa had previously lived at the home, but was kicked out by Weinberger following a dispute. Mendivil then moved in, but soon after, Weinberger contacted Sosa asking him for help in removing Mendivil from the home for unspecified reasons, investigators were told.Weinberger told police he was drugged on the night of Mendivil's killing and forced to withdraw cash from his bank to pay Yslas and Ramirez, who were brought in to assist in forcibly removing Mendivil from the home, court documents state.However, in the process of forcing Mendivil out, Yslas shot Mendivil twice. According to defense attorney Kristen Haden, Yslas believed the victim was reaching for a weapon, which later turned out to be a knife beneath his mattress.Officers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting, San Diego police Lt. Matt Dobbs said. He died at a hospital about 45 minutes later, Dobbs said.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged last February for their roles in the homicide. 2430

SAN DIEGO (KGTV) — A 14-year-old girl is the first child to die from influenza this season in San Diego.The girl, who died on Feb. 12, had an underlying health condition, according to the County Health and Human Services Agency. She had contracted influenza A, also known as H1N1, the county says, and had not received this season's flu vaccine.“Pediatric influenza deaths are very unfortunate. Our condolences go out to the family,” said Wilma Wooten, County public health officer. “It is extremely important that people get vaccinated because influenza can be deadly.”The teen is one of five flu deaths reported last week, bringing the county's death toll this season to 35 people. The other deaths last week were four men —ages 82, 73, 62 and 56 — and all had underlying medical conditions. Only the 82-year-old and the 56-year-old had been vaccinated, the county says.At this time last season, there had been 268 deaths.“Influenza continues to be widespread. If you have not gotten a flu shot, do it now,” Wooten added.Last week, 539 lab-confirmed cases of influenza were reported, compares to 476 at the same time last season. The majority of cases have been of the H1N1 virus, the county says, which typically affects younger and middle-aged adults because they have not been exposed as much as older adults. 1322
