SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. SAN DIEGO (KGTV) - Only in their second year of operation, Wheels of Change is preparing for a major expansion this year.San Diego teenager, Kevin Barber, and his mom, Carolyn Barber, MD, initially launched the program in 2018 in partnership with Alpha Project.Homeless individuals are paid /hr to clean up trash, traveling together in a van to different job sites. Thanks to new sources of funding, the nonprofit will be able to expand crews from 10 to 20 individuals, serving the community five days a week. "We were able to show the world, hey this works! Let's keep funding it more and let's expand the program," said Kevin. The city committed 0,000 to help fund the program, and they've also raised additional funding privately and from foundations. The Lucky Duck Foundation, Davis Charitable Fund, SDGE, the Danna Foundation, and multiple others, have been financial and/or strategic supporters of Wheels of Change at Alpha Project.Wheels of Change plans to employ over 5,200 homeless individuals in 2019, up from 375 their first year. 1057

SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions.He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. SAN DIEGO (KGTV) -- Police are investigating after a woman was found dead in Tecolote Canyon Park Saturday. According to San Diego Police, the woman’s body was found Saturday at an unspecified time near a hiking trail in Tecolote Canyon Park. Police believe the woman was in her mid to late 20s.
