CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

CARMEL, Ind. -- A 22-year-old man stole a popular English bulldog from a family's yard last year, leading to a social media campaign to try and find him, police say.Reid Albrecht, 22, is accused of stealing a bulldog, named Gus, from a yard in the 3000 block of Hazel Foster Drive. The theft happened in October 2017. During the Carmel Police Department's investigation of Gus' disappearance, multiple people said they remembered seeing Albrecht with a bulldog that matched the description. Albrecht had been telling people he adopted the bulldog from the Humane Society, but neither the Indianapolis nor the Hamilton County Humane Society had a record of him adopting an animal.Albrecht was known to live with his father at a house about 1,000 feet from the victim's house.At the time of his arrest, Albrecht was in jail serving a 180-day sentence for possession of a controlled substance and possession of marijuana. The Facebook page "Gus is Missing" has nearly 1,900 likes, with many people sharing and commenting that they hope Gus will be returned to his home. Businesses are one step closer to growing their own marijuana in San Diego. The deadline to enter the lottery for those permits ended Wednesday afternoon. Bradley Fisher really has his hopes up. "I'm getting it," said Fisher. "I'll be one of the 40 forsure."  He applied for two permits Wednesday so his client can start growing their own pot. He submitted his paperwork ahead of the lottery deadline, which gives him a better chance of getting that permit down the road. His client already has a warehouse set up for production. "They're able to grow it and bring it right to the dispensary," said Fisher. "They can make baked items as well, cookies, cakes the whole nine-yards, and it's all legit because they'll have permits for it."But it's not a simple process. "They're gonna put like a mezzanine in the building, in the warehouse, ovens, and stuff like that, tons of lights," said Fisher. "Electric is going to be off the hook; water is going up there. It's very costly, but then again its very beneficial."The city is now reviewing those applications to make sure they meet their demands. "To make the cultivation center you need to be 1,000 feet from any schools, any churches, daycares, parks."Applicants can still apply for appointments Thursday even if they weren't part of the lottery. CBS Television Studios has released a statement after "NCIS" star Pauley Perrette implied that "multiple physical assaults" were the reason she quit the hit series.In a series of tweets earlier this week, Perrette -- who played forensic scientist Abby Sciuto -- talked about "tabloid articles out there that are telling total lies about me" and referenced her not "spilling the beans."She also mentioned "a very rich, very powerful publicity 'machine'" she also alleged was spreading false information about her before tweeting the reason she says she left."Multiple Physical Assaults," Perrette tweeted. "I REALLY get it now. Stay safe. Nothing is worth your safety. Tell someone."She left the long-running CBS crime drama after 15 seasons on the series in an episode aired last week."Pauley Perrette had a terrific run on NCIS and we are all going to miss her," CBS Television Studios wrote in a statement provided to CNN."Over a year ago, Pauley came to us with a workplace concern," the statement went on to say. "We took the matter seriously and worked with her to find a resolution.
