SAN DIEGO (CNS) - The San Diego City Council voted 5-4 today to extend the city's moratorium on commercial and residential evictions until the end of September amid high unemployment rates during the coronavirus pandemic. The moratorium that was slated to expire Wednesday will be extended to Sept. 30 as a result of the council's vote. Council members Georgette Gomez, Monica Montgomery, Jennifer Campbell, Chris Ward and Vivian Moreno voted in favor, while Barbara Bry, Mark Kersey, Scott Sherman and Chris Cate voted no.The moratorium prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the COVID-19 outbreak.Under the moratorium, renters and small businesses cannot be evicted if they notify their landlord in writing, on or before the day the rent is due, that they are unable to pay. SAN DIEGO (CNS) - San Diego County had the fourth-most homeless residents in the U.S. this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. San Diego County's data was taken from the 2018 Point in Time Study, completed Jan. 26. The region had an official count of 8,576 homeless residents during the three-hour window in which the count took place, behind Seattle/King County in Washington, Los Angeles County and New York City, which topped the list with 78,676 homeless residents. According to the report, roughly 5,000 members of San Diego's homeless population are unsheltered, living on the street, in a vehicle or in a hand-built structure such as a tent. Another 3,500 homeless residents were sheltered at the time of the study, living in emergency shelters, safe havens and transitional housing. The county's count could be higher than 9,000 homeless residents, however, because the San Diego Regional Task Force on the Homeless did not count residents in recreational vehicles and some residents in shelters. County officials and homeless advocates believe the actual homeless population could total as high as 9,220, but the true count has remained opaque since the task force, which oversees the Point in Time County, announced the error May 31. Overall, California leads all other states with 129,972 homeless individuals, followed by New York at 91,897. At the time the counts were completed in January, California laid claim to 24 percent of the country's total homeless population. Combined with New York, Florida, Texas and Washington, roughly half of the country's homeless population was clustered in five states. Homelessness in California has declined in recent years despite the robust total. The state's homeless population fell by 1,560, or 1.2 percent, from 2017 to 2018 and 9,014, or 6.5 percent, from 2007 to 2018. SAN DIEGO (CNS) - San Diego County public health officials reported 3,252 COVID-19 infections today, while virus-related hospitalizations continued to increase as the first batch of Moderna vaccines arrived in the area.The number of daily infections reported Monday marked the third- highest daily increase since the pandemic began, following only Friday's 3,611 and Saturday's 3,493. Together with Wednesday's 2,807 cases and Thursday's 2,604, the top five-highest daily case counts have all occurred in the past week.Monday's total also marked the third time the number of daily infections has surpassed 3,000 and the 21st consecutive day with more than 1,000 cases. It was also the 14th day overall with more than 2,000 new cases.The new cases gave the county a cumulative total of 129,717 confirmed cases from throughout the pandemic. The county also announced three more COVID-related deaths, raising the overall death toll to 1,283.Another 32 people were hospitalized as of Monday, with one additional person sent to an intensive care unit. SAN DIEGO (CNS) - The San Diego County Registrar of Voters has received more than 560,000 ballots, it was announced Wednesday, more than three times the amount received at this point before the 2016 election.With less than two weeks remaining before the Nov. 3 election, the ballots are in the process of being put through a sorting machine that captures images of voters' signatures for comparison to ones the registrar has on file.Mail-in ballots were sent to all 1.9 million registered voters in the county on Oct. 5, even to those who had not requested one. Nearly a quarter of those have already been processed."Within minutes after the polls close at 8 p.m. on election night, the results for those early returns that were mailed in or deposited at drop- off locations before election day are counted," the registrar's office tweeted.For those who prefer to vote in person, the Registrar of Voters office in Kearny Mesa is open for early voting from 8 a.m. to 5 p.m. on weekdays.
