SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. "Nor did anybody every receive any rewards for making arrest."The protest will start at 6 p.m. in front of the San Diego Police Department Southern Division Headquarters, on 27th Street. 1670

SAN DIEGO (KGTV) - On this holiday, some extra thanks for a Clairemont family, months after an expectant mother was placed on a ventilator from COVID-19."This Thanksgiving, I’m thankful to be here with my family," said Ashley Duque.That family includes Ashley, her husband Diego, their daughter Anna, 3, and the newest addition, three-month-old Lucas."He came out our miracle baby," said Ashley.The miracle emerged from a pandemic. In March, 17 weeks into her pregnancy, Ashley was hospitalized with coronavirus, before being placed on a ventilator for five days."It was very, very scary," said Ashley.She spoke to ABC 10News from her hospital bed while recovering. Ashley was discharged after more than two weeks, but she would be back for nine different surgeries from complications from the COVID-19 treatment.Most of the surgeries involved removing scar tissue in her throat caused by her time on the ventilator.Then in August, Ashley was back in the hospital, as she went into labor three weeks early."I was nervous and scared," said Ashley.Despite her COVID battle and her other health issues, Lucas Duque was born August 25, weighing 6 pounds, 6 ounces. He was healthy."We’re just very blessed that nothing happened to him," said Ashley.On this Thanksgiving holiday, there is a mix of emotions. Ashley is still having issues with the scar tissue, but Ashley and Diego are feeling an overwhelming feeling of gratitude."In a flip of coin, anything can happen. Just very grateful to have my family with me. They are my world," said Diego."Learned to cherish every moment. Definitely our most grateful Thanksgiving ever," said Ashley. 1645
