SAN DIEGO (KGTV) -- As Santa Ana winds move out of the region, a freeze warning was issued for portions of San Diego County.The National Weather Service issued a freeze warning for the county's valleys and deserts from midnight through 10 a.m. Friday. SAN DIEGO (KGTV) — County health officials say with the summer months well underway, they've seen an uptick in the number of children that have needed to be rescued from private pools after nearly drowning.Officials say there have been 49 rescues in private pools, beaches, and bays from March through July, compared to 37 in the same period in 2019 and 33 in 2018. Nearly all of those rescued this year have needed to be taken to the hospital for treatment.Of those 49 that occurred this year, 28 were in pools and 14 were in the ocean, lakes, or bays. The rest did not report a specific body of water. Many public pools have been closed since March due to the pandemic."Parents and guardians must take the necessary precautions to keep these incidents from happening," said Wilma Wooten, county public health officer, said. "Children who swim in pools at home are at higher risk of drowning, especially as parents struggle to supervise their children while continuing to work at home through the summer months because of the novel coronavirus."The county says it's important to teach children to swim, never leave a child unsupervised in or near water, avoid alcohol if you're swimming, and learn CPR.At home, the county recommends installing a fence around the pool and hot tub, installing pool alarms, and keeping an eye on drains and pool toys that could be a tripping hazard. 1389

SAN DIEGO (KGTV) - As schools reopen with distance learning, a local nonprofit is working to bridge the digital divide during a critical time.Tammy Hershfield co-founded Computers 2 San Diego Kids 17 years ago, providing refurbished computers to low-income children. She says the local digital divide remains a big one."One in four children in San Diego don't have computer in their home, and 50 percent of those are low income families," said Hershfield.The digital divide is now even more concerning because of COVID-19, as students begin the school year with distance learning."These kids were already at a disadvantage. They were having to do their learning just in the classroom. Not they don't even have that, so we need to get them these computers," said Hershfield.Since the pandemic started, the nonprofit has refurbished and distributed nearly 18,000 computers to local kids. Dozens of volunteers and staff are working on the computers every day."We hired 14 additional staff. We're open six days a week, working 10 hours a day to get things done," said Hershfield.Families receiving the computers pick up the computers at the nonprofit's warehouse in the Miramar area. Hershfield remembers one family, a furloughed single mother of 4 with a 17-year-old daughter applying for college and loans on a phone. That family received two computers."Mom cried, and I cried. The digital disparity is real, and COVID-19 has put a on shining light on it. We can band together and help the people that need the help," said Hershfield.Hershfield says they have about 6,000 computers being worked on and need more donated computers.The nonprofit has partnered with Cox Communications to include free internet access for up to four months. 1742

  

SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. RELATED: ESPN: Ticket sellers support mandate to show upfront fees"The main thing is that you should know going in what the fees are that you're going to pay," Peters told 10News. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. "There was a lot of agreement about what we should do in Congress, even among the companies. They'd like to have us set rules that everyone could abide by," Peters said. 1444
