SAN DIEGO (CNS) -- A prominent local civil rights leader called on the San Diego County Sheriff's Department Monday to fire a deputy who allegedly shared a "lewd and racist and vile" altered photograph of George Floyd taken from the viral video of the Minnesota man's death in police custody.The doctored image showed a nude male "porn star" kneeling on Floyd in place of Minneapolis police Officer Derek Chauvin, who kept his knee on Floyd's neck for nearly nine minutes as the detainee repeatedly protested that he could not breathe, according to NAACP San Diego Branch President Francine Maxwell. Floyd died on Memorial Day.The words "quit resisting" also were added to the picture, Maxwell asserted in a prepared statement.RELATED: Sheriff's employee removed after reportedly sharing vulgar image"The image was lewd and racist and vile and should disturb anyone with a shred of human decency," Maxwell said. "It is simply unacceptable (behavior for) a law enforcement officer."The deputy, whose name has not been confirmed by the Sheriff's Department, allegedly shared the photo via email, according to Maxwell. On June 18, he was suspended pending the completion of an internal investigation into the matter, said Lt. Ricardo Lopez, media relations director for the regional law enforcement agency."We were so disgusted that an employee may have shared such a vulgar image that within minutes we began to take action," Lopez stated. "Hours after being made aware of this incident, the employee was removed from his official duties and had his peace officer authority removed."In calling for the deputy's ouster, Maxwell also cited his shootings of suspects in 2005 and 2006, describing them as excessive and unjustifiable uses of lethal force. She said the lawman "must go" because "this is far from the first time he has shown himself to be an overtly racist and deplorable human being" and because "this (doctored-photo) incident shows he has clearly not changed his evil, racist and hate-filled ways and (that) he is a danger to all residents of the county."The sheriff's spokesman said the department's leaders "understand the public concern" over the episode and "want to bring the matter to a just conclusion as soon as possible." SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - A teenage Oceanside resident was arrested Thursday on suspicion of gunning down another young man last week near Vista Transit Center.Homicide detectives arrested 19-year-old Issac Martinez on Tuesday in connection with the death of Jonathan Ruiz, 20, according to sheriff's officials. Martinez was booked into San Diego Central Jail on suspicion of murder and was being held without bail.Deputies responding to reports of gunfire shortly before 2:30 p.m. Nov. 4 found Ruiz gravely wounded on a dirt path off the 200 block of Olive Avenue in Vista, Lt. Michael Blevins said. Medics took the Vista resident to a hospital, where he was pronounced dead shortly after arrival.Witnesses described seeing two teenage boys or young men running away from the transit center following the shooting, Blevins said.Officials have not revealed a possible motive in the case or disclosed what led investigators to identify Martinez as a suspect in the slaying.  983

  

SAN DIEGO (CNS) - In a first for San Diego County elections, the polls for the Nov. 3 Presidential General Election will open for four days, starting today from 8 a.m. to 5 p.m.In light of COVID-19, voters were encouraged to vote from home using their mail ballot. This close to the election, voters are advised to not mail in ballots, as they may not reach the registrar in time.For those who want to vote in person, they can vote early at their assigned polling place from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m.On Thursday, the registrar reported nearly half of the county's 1.95 million registered voters had already cast their ballots, more than double the number received by that point in 2016.More than 937,000 ballots had been received as of Thursday. At this point in the 2016 presidential election, the registrar had received 409,702 ballots.Even so, due to the pandemic and a predicted high voter turnout, the registrar's office is continuing to urge voters to avoid long lines and crowded polling places by voting before Election Day itself.Mail-in ballots were sent to all registered voters in the county on Oct. 5, even those who had not requested one.There are fewer polling places than in past elections, and the location of some polls have changed so voters are encouraged to check the back of their sample ballot and voter information pamphlet before heading out to vote this weekend.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance. ``We encourage voters to act early and make voting decisions from the comfort and safety of their home,'' Vu said. ``Mark your ballot, sign, seal and return your mail ballot to a trusted source. The sooner we receive your ballot, the sooner we can start processing it so it will be counted right when the polls close at 8 p.m. on Nov. 3.''Assigned polls were included on the registrar's postcard reminder sent to voters last week or voters can look it up at sdvote.com. Voters can also confirm their ballot was received by the registrar's office online at the same site.The hours at the polls and the Registrar of Voters office will change to 7 a.m. to 8 p.m. on Election Day, Nov. 3. Voters should prepare for long lines.A statement from the registrar also reminds San Diegans campaigning or electioneering within 100 feet of a polling place or mail ballot drop-off location is not allowed. SAN DIEGO (CNS) - County supervisors Wednesday approved a master plan update for the McClellan-Palomar Airport in Carlsbad, which includes extending the runway 800 feet.The 4-0 vote also approved environmental reports associated with the upgrade.Board Chairwoman Kristin Gaspar abstained, saying her family's company owns property near the airport.According to a county presentation, the Carlsbad-based airport accommodates commercial, corporate and private flights.However, the airport is not able to accommodate Boeing 737 planes. The runway extension ranges between 370 and 800 feet.By 2030, it will support 4,600 jobs and generate over 0 million in business-related revenue, million in taxes, the report said.The total upgrade would cost 2 million, with the county paying million; while the federal government would take care of the rest, according to the county. The project would be built in phases completed between 13 and 20 years.County officials said there will be steps to mitigate traffic, construction noise and any environmental impacts.Before voting, supervisors heard from supporters, many from the area business community.Paul Hook, president of California Pacific Airlines, said his company has already sold 1,000 tickets for departures from McClellan in the near future.Several members of the group Citizens for a Friendly Airport spoke in opposition, citing environmental hazards and noise pollution as reasons why a runway expansion isn't needed.Hope Nelson, representing the group, said it's better to keep McClellan-Palomar as a basic transport airport. 1598
