BEIJING, July 15 (Xinhua) -- A senior official of the Communist Party of China (CPC) said here Tuesday that China values its relations with South Africa and would like to work together with the latter to expand bilateral exchanges and cooperation and enhance the understanding and friendship between their peoples.     Wang Gang, member of the Political Bureau of the CPC Central Committee, made the remarks while meeting with Blade Nzimande, secretary general of the South African Communist Party (SACP).     China and South Africa have maintained close high-level visits,frequent exchanges, fruitful cooperation, and coordination in international affairs since their diplomatic relations began in 1998, Wang said. BEIJING, Sept. 18 (Xinhua) -- China's State Council, the country's Cabinet, issued an implementation regulation for Labor Contract Law here on Thursday in an effort to clarify confusion surrounding the law.     The new law, which was put into effect on Jan. 1, was hailed as a landmark step in protecting employee's rights. But many complained the law increased a company's operational cost as it overemphasized protection of workers.     One of the most debated terms was one that entitled employees of at least 10 years' standing to sign contracts without specific time limits. Some employers believed the "no-fixed-term contract" would bring a heavy burden to them and lower company vitality.     "By issuing the regulation, we hope to make it clear that labor contracts with no fixed termination dates did not amount to lifetime contracts," a Legislative Affairs Office of the State Council official told Xinhua.     The regulation listed 14 conditions under which an employer can terminate a labor contract. These included an employee's incompetence to live up to the job requirements, serious violations of regulations and dereliction of duty.     Another 13 circumstances were also included in the regulation, under which an employee could terminate his or her contract with an employer, including delayed pay and forced labor.     Compensation should be given if employers terminate the contract lawfully. Employers should double the amount of compensation if they terminated a contract at their own will. No further financial compensation was required, according to the regulation.     China's top legislative body, the Standing Committee of the National People's Congress, adopted the Labor Contract Law in June2007, which was followed by a string of staff-sacking scandals.     The best known was the "voluntary resignation" scheme by Huawei Technologies Co. Ltd., the country's telecom network equipment giant.     The Guangdong Province-based company asked its staff who had worked for eight consecutive years to hand in "voluntary resignations." Staff would have to compete for their posts and sign new labor contracts with the firm once they were re-employed.     Huawei later agreed to suspend the controversial scheme after talks with the All China Federation of Trade Unions.     The NPC Standing Committee said on Thursday it would start a law enforcement inspection at the end of September in 15 provinces, municipalities and autonomous regions.     The Legislative Affairs Office of the State Council issued a draft of the implementation regulation on May 8 to solicit public opinion. By May 20, the office had received 82,236 responses. On Sept. 3, the State Council approved the regulation.

Asahi Breweries Ltd., Japan's largest beer producer, is targeting the Chinese milk products market with an all-around manner with its new milk factory being under construction in China's Shandong Province, company officials told Xinhua Saturday.     A milk company, which has been building the factory, was established in Laiyang city, Shandong Province, in April. It's the first time for a large-scale Japanese corporation to enter the Chinese integrated milk business in the fields of both production and sales.     The company is owned 90 percent by Asahi. Business of the new company will involve the entire process from raising cows to marketing, while products will be sold to major cities such as Beijing, Shanghai and Qingdao under Asahi's proprietary label, according to Asahi Breweries officials.     Price of the Asahi milk products will be about 50 percent to 100 percent higher than average local milk, and sales in the first year will be targeted at 1 ton per day, they said. "You have created miracles of life. People across the country are thinking of you and hoping you to recover as early as possible. Let's believe no difficulty will stop us once we join hands," he said.     Wu thanked doctors and nurses at the hospital for working day and night to save lives.     He then went to the Chengdu Railway Station, which has become an important distribution center of relief materials from home and abroad.     Wu talked with volunteers working at the station. "Coming from every corner of the country, you are an important force in the quake relief efforts. I hope relief materials could be delivered to thousands of needy people through your hard work."

BEIJING, Sept. 19 (Xinhua) -- Chinese President Hu Jintao on Friday urged all the members of the Communist Party of China(CPC) to put people's interests first and learn the bitter lessons from the latest security incidents.     Addressing the opening ceremony of a seminar for the country's ministerial-level leaders in Beijing, Hu, also the General Secretary of the CPC Central Committee, said that the major accidents on work and food safety which occurred in some places of the country this year had incurred severe losses of people's lives and property.     These accidents had indicated that some leaders lacked a sense of responsibility and had a loose governance, he said.     These accidents also showed some of the leaders paid no attention to people's problems and complaints and were insensitiveto the problems which threats people's life security, said Hu.     He urged all the leaders to fully understand the serious consequences of the accidents and learn the bitter lessons from the accidents.     Those accidents reminded us once again that only by solving the problems emerged from the Party leaders ... and putting people's interests first, could the Party better lead the people towards the building of a well-off society, Hu said.     The President also urged more efforts from the leaders to realize and safeguard the fundamental interests of the people.     Leaders should strive hard to do practical and good things for the people and ensure that people benefits from the country's developing economy, he noted.     More efforts should be made to mobilize people to be involved in the cause of the country's scientific development, and leaders should collect people's ideas and listen to their opinions in the process, he said.
