SAN DIEGO (KGTV) -- This year, the Drug Enforcement Administration is adding vaping products to the list of what they’ll accept on National Prescription Drug Take Back Day. The agency will be accepting prescriptions and vaping products on October 26 from 10 a.m. to 2 p.m. According to the agency, nearly 10 million Americans misused controlled prescription drugs in 2018. The Centers for Disease Control and Prevention reports that there have been 33 deaths in 24 states and nearly 1,500 lung injuries from vaping in 2019.The agency is treating the events like an outbreak, saying the best advice is to avoid using all forms of E-Cigarettes. The DEA decided to add vaping products to their drug take back event to make sure they're safely removed."If people throw them away, if people dump them down the toilet, if people store them in a drawer, they're still not safe," says DEA Special Agent in Charge Colin Roane." SAN DIEGO (KGTV) -- This Saturday's inauguration of a new president in Mexico was the topic of a forum Thursday at the University of San Diego. Experts and policy makers from both sides of the border shared their thoughts on what the new presidency will mean to the future of the relationship between the United States and Mexico."So much of what happens in Mexico doesn't stay in Mexico and so much of what happens in the United States happens along the U.S-Mexico border," said USD Professor David Shirk, who helped organize Thursday's forum.Andres Manuel Lopez Obrador will become the first person to lead Mexico from the political left in several decades after a landslide victory in July elections. He ran on a platform of populist reforms."He's traditionally been a strong supporter of the rights of migrants and respecting their human rights and caring for them," said Tony Wayne, who served as U.S. Ambassador to Mexico from 2011-2015 and attended Thursday's event. He's currently a Public Policy Fellow at the Woodrow Wilson Institute."They're going to have to try to pick things up as quickly as they can. Nobody wants a repeat of the kind of incident that you had a few days ago at the border," Wayne said, referring to the clashes between Central American migrants and Border Patrol agents near the San Ysidro border crossing Sunday.Wayne and Shirk share some optimism that Mexico's new administration will be able to find common ground with President Trump, despite their differences on policy. Wayne points out that Secretary of State Mike Pompeo will be traveling to Mexico the day after Lopez Obrador's inauguration. Shirk says the two presidents have already formed a bond based on similar styles. SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. He has two children who attend Jefferson Elementary, but have taken classes virtually since the spring. He wishes the school board would consider other options, such as in-person outdoor learning. “I think it’s a good accommodation that we can do. It’s not the case in Chicago or Minneapolis,” Anderson said. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. On November 30, the county's second-largest district, Sweetwater Union in Chula Vista, announced that they too will postpone in-person instruction. They will revisit the situation in February. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million.
