PHOENIX (AP) — The 5,200 active-duty troops being sent by President Donald Trump to the U.S.-Mexico border will be limited in what they can do under a federal law that restricts the military from engaging in law enforcement on American soil.That means the troops will not be allowed to detain immigrants, seize drugs from smugglers or have any direct involvement in stopping a migrant caravan that is still about 1,000 miles from the nearest border crossing.Instead, their role will largely mirror that of the existing National Guard troops — about 2,000 in all — deployed to the border over the past six months, including providing helicopter support for border missions, installing concrete barriers and repairing and maintaining vehicles. Border Patrol agents this year made only a quarter of the arrests they made in 2000 at the height of illegal immigration, when the agency had half of the staffing it does today. Charlie Dent announced Tuesday he is resigning in the "coming weeks," a decision that came after he first said he'd be retiring at the end of his term in Congress.The moderate Republican tweeted the decision came after discussions with his family and "careful reflection.""I am especially proud of the work I have done to give voice to the sensible center in our country that is often overlooked or ignored," he said in the statement. PHILADELPHIA (AP) — A night of peaceful protests in Philadelphia gave way to more unrest and some demonstrators clashed with police after a Black man was killed by officers in a shooting caught on video.Police say Walter Wallace Jr. was wielding a knife and ignored orders to drop the weapon before officers fired shots at him Monday afternoon.The lawyer for the Wallace family says they had called for an ambulance to get their son help with a mental health crisis, not for police intervention.“I find it extremely, extremely emotionally taxing to think about calling for assistance and wind up with the people who you called killing you. I can’t even conceive the concept,” said the family’s attorney, Shaka Johnson.Tuesday night, about 500 people upset by the 27-year-old’s death marched to a police station, where they were met by officers with riot shields. PINELLAS PARK, Fla. — Pinellas Park Detectives have arrested a maintenance worker for video voyeurism after they say he placed video recording devices above the ceiling tiles inside women's restrooms.John Gibbs, 49, of Largo, was arrested on Thursday evening and charged with 14 counts of Video Voyeurism.Detectives say the investigation began on March 2 when Pinellas Park Police were called to an office building located at 12360 66th Street North to investigate a suspicious incident in one of the women's restrooms inside the building.  During the initial investigation, officers located two separate video recording devices above the ceiling tiles inside two different women's restrooms.  After conducting a search of the recording devices, detectives observed video images of multiple women and two men who had been recorded using the restroom.During the investigation, detectives were able to identify Gibbs from images captured on the recording device, as being a maintenance worker for the office building.  Over the last several days, detectives worked to identify victims on the videos.  So far, 14 different victims have been identified. However, several more victims remain unidentified, according to police.Detectives have notified the office building management of their findings. Police say that the office building management has since notified the 60 different small businesses inside the building where the common restrooms are located.Police say that they believe Gibbs had been recording such videos since the beginning of February 2018, before being discovered. The investigation is ongoing as detectives continue to identify other victims.
