CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. CHULA VISTA, Calif. (KGTV) -- A South Bay teen was recently published in The New York Times, sharing a very personal account of what distance learning is like for him during the pandemic. Isaac Lozano is a senior at Bonita Vista High School, a school in the Sweetwater Union High School District. Lozano praises the district for starting the school year virtually because of COVID-19. Lozano told ABC 10News that sharing his reality wasn’t easy, but he now feels proud that he can be a voice for other students like him.The op-ed titled “Remote Learning Is Hard. Losing Family Members is Worse" was published on Aug. 13.In the article Lozano, a straight-A student, details his struggles with distance learning at home. He lives in a two-bedroom apartment, shares a room with his two brothers, and both parents are essential workers. Lozano also lives in the South Bay, one of the areas most impacted by COVID-19 in San Diego County.Lozano writes about not having a designated place to study, moving from room to room in his family’s apartment. He also highlights internet connectivity issues, but insists he has concerns about going back to school before it is safe to do so.Lozano gets personal in the article, sharing that COVID-19 hits close to home. His uncle died of the virus.Since the article was published, Lozano says he’s heard from people offering to help. He’s also heard from a publishing company, a literary magazine and even received an internship offer from a congressional candidate.Lozano will be applying to colleges in the fall and is interested in applying to Stanford, Yale, and UCLA. CHULA VISTA, Calif. (KGTV) -- Police are searching for the suspects accused of stabbing a 15-year-old to death as he tried to defend his friend at a Chula Vista birthday party in late January. According to police, the stabbing took place on January 31 on the 900 block of Maria Way in Chula Vista. Police say an argument broke out between two teenagers. The argument later turned physical and, as the 15-year-old -- identified by friends as Devin Griffiths -- tried to help a friend being attacked by several men, he was stabbed in the upper body, according to police. RELATED: Residents concerned over rash of vandalism in Chula VistaGriffiths was taken to the hospital with critical injuries where he later died on February 16. According to police, he “passed away with his family at his side.”Police say the suspect group is believed to consist of eight to 15 men and women between the ages of 17 and 20. Investigators believe there is a likelihood witnesses used their cell phones to record the incident and are asking anyone with video to come forward. (KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there.
