SAN DIEGO (KGTV)-- With the increase in park usage since the start of the COVID-19 pandemic, San Diego Park Rangers are noticing a slight increase in vandalism at city parks and trails.On a scale of one to ten, hiking up Cowles Mountain was a bit of a challenge."For me, an eight," six-year-old Joaquin Santaruse said.He, his brother, and two buddies zig-zagged up San Diego's highest peak Wednesday to get away."It's fun to be in nature sometimes," older brother Mateo Santaruse said. "It's a great view up there, and there's a bunch of cool rocks, and in fact, we found a pink one."Many people have noticed and posted about an uptick in graffiti at parks and trails across the nation. Zion National Park published a post on their Facebook page, showcasing the recent vandalism incidents. In it, they are pleaded with people not to disrupt nature during their visit."We just saw that it was painted all pink, and we were like, 'Wow, look at that rock!'" Mateo said.But that awe turned into a little disappointment for the young boys."The chemicals in the spray paint," friend Aaron Heredia said."The animals can try to lick on it and stuff, and then it's toxic," Mateo followed.Tim Graham with the city of San Diego, says graffiti has both environmental and financial impacts. He sent ABC 10News a statement reading,"Because of the location and size of some of the rocks, park rangers are unable to remove the rocks or the paint safely. The City is looking into contracting with a qualified vendor that can safely remove and capture the paint from the rocks."This, unfortunately, becomes an unnecessary expense for taxpayers. SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

More than 200 floats were on display at this year's event. We asked the crowd, "What does "Pride" mean to you?""It means finally being able to live out and proud.""It's the freedom to celebrate who we are.""Love our neighbor as ourselves and love God!"Some have been coming to the San Diego Pride Parade for decades. "Oh my gosh, she's been 26 years of marching in pride with me," Dana Harwood said of her mother. "...And I love my lesbian daughter!" her mother, Bobbi said. For others, this year's parade is their debut to the world. "Fours months ago, I started my transition," Grace McBride said. "I am just so happy now that I came out to be authentic."For 55 years, people called her Dale. But today, she is proudly Grace."Dale was struggling. Dale was a Marine. Dale worked for the cable company, and anymore now I just want to share the love," McBride said. It has been a long struggle for the LGBTQ community. The most notable moment was the Stonewall Riots in 1969, where New York Police raided LGBTQ members staying at the Stonewall Inn. "Stonewall gave us a sense of freedom. A sense of power," Drag Queen Vera Del Mar said.Vera Del Mar grew up in National City but now lives in Tucson. She made it a point to make it back to her hometown Pride this year."I had to show off my new hairdo!" she said.What was once considered 'underground' or 'shameful' has now become part of mainstream culture, even mainstream media. This year, many familiar faces of the 10News team joined the 10News float and greeted parade-goers. 14-year-old Alexis Engelmann came out as lesbian last year. She says she is lucky to have her entire family in her corner. "It's cool because it's not really different at all," her younger brother Mile said. "We just like to support her and help her succeed in life."Like the thousands of people at the parade, Alexis is proud. She is celebrating, not hiding her Pride. SAN DIEGO, Calif. — For months, health professionals have urged the public to help stop the spread of COVID-19, while promoting face coverings, social distancing, and hand washing.“We’ve known for a long time that this virus is an enveloped virus and has an outer lipid layer, and we know that it’s sensitive to agents that can disrupt this fatty outer shell. That’s why we ask patients and people to wash their hands with soap," said Dr. Kami Hoss, founder and CEO of The Super Dentists in San Diego. Throughout the pandemic, Dr. Hoss has also asked patients to swish some mouthwash before they sit down for care.“That’s just one more layer of protection we’ve added," said Dr. Hoss. Now, researchers at Cardiff University in the United Kingdom are learning some mouthwashes can kill COVID-19 within 30 seconds, at least in a lab setting. The study found mouthwashes containing .07 percent of cetylpyridinium chloride showed promising signs of combating the virus, as well as those with ethyl lauroyl arginate. But while these mouthwashes killed the virus in the lab, the virus is continuously replicating in humans. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said.
