VERO BEACH, Fla. — It was around 9 in the morning, on Aug. 21 that Vero Beach police first became aware of Frank Cook."This guy parked his car in the middle of the road and took off running," one 911 caller said.Five more 911 callers would follow."Says his truck is out of gas, and his wife and kids are in danger at a school around the corner here," another caller said. "He's on something. He looks like he is about to die."Then, Cook ran into a Community Church and pre-school. "Community Pre-School here in Vero Beach. He's in the hallway in our main lobby. He's not well, he's not well," a caller said. "He's barefoot, he's delusional. He said there were people after him this morning. I'm not sure his children were actually here. He keeps grabbing at something in the back of his waist belt," another caller said.His children weren't there. When police caught up with Cook, after he ran a mile or two from the pre-school, Cook told them he had taken cocaine and an unknown substance.He asked them to check on his wife and children, screaming profanities, and telling officers, "If we don't go now, the samurai ninjas are going to kill my family."When told his children were OK, Cook responded, "What about my wife! She's probably been abducted."Incident reports show a witness at the pre-school noticed Frank Cook "was armed when he was inside the building yelling and causing a disturbance inside the hallway of the church building."The witness "stated that he could hear the subject yelling inside the building that "I am not here to shoot anyone" and shouting for his kids. A receptionist added that Cook "kept trying to get into some of the classrooms," so "she had all the teachers in the nearby classrooms lock-down and asked the rest of the classrooms to do the same."Police did find a loaded gun with "one round in the chamber" in Cook's waistband, although reports say Cook "never displayed a firearm nor made any threats to hurt anyone."Pre-school loophole"You had this gentleman walking in with a gun. It was very unsafe for everyone, and it was legal for him to do that," Florida State Sen. Lori Berman said. She's right.Following the incident, Cook was only charged with resisting arrest because had a concealed carry license.The State Attorney's Office says under Florida law they couldn't consider gun charges because Cook can carry his gun into a pre-school.The concealed carry statute prevents a licensed owner from carrying into a secondary or elementary school. Pre-schools do not apply to the law. "Why is there a division between the younger children?" Berman said. "Especially after Parkland, we're all on heightened alert when anytime somebody goes into a school who doesn't belong there." Six years ago, Berman tried to make it illegal to bring a gun into any child care facility. The bill died.Berman says she's going to "look into the possibility of filing legislation to close the loopholes that currently exist."But Eric Friday, the general counsel for the Florida Carry Organization, doesn't think it's that simple. "There's nothing you can write into a new law that would have changed anything here or is going to prevent the next criminal," Friday said.Friday says there should be fewer gun-free zones."There's no reason why a person who is licensed to carry a concealed firearm is safe on the sidewalk outside of a school but suddenly a danger because they cross an imaginary boundary," Friday said.Berman disagrees. In early October, an Indian River County judge approved the risk protection order, barring Cook from owning, possessing, or purchasing a gun/ammo for the next 12 months. Two California men were taken into custody for reportedly dancing naked on a boat near Lake Havasu in Arizona on Saturday.According to a release from the Mohave County Sheriff's Office, 38-year-old Jason Michael Faust and 37-year-old Robert Paul Yow were each arrested for felony indecent exposure. Officials say deputies had received a call that Faust and Yow were seen dancing naked on their boat at The Sandbar, north of Lake Havasu. The caller told authorities that three children, all under the age of 15, were present during this incident. When the family tried to confront Faust and Yow about their behavior, they reportedly became aggressive, and, "continued to show their genitals to the family."As deputies arrived, they observed that Faust, who was the driver of the boat, was inconsistent with his speed and made erratic changes in direction. Officials say both men reportedly admitted to taking their clothes off. Neither acknowledged knowing that children were present at the time, officers reported. Utah officials suspended the license of a mortuary in South Salt Lake after reports of employees stealing jewelry from bodies, conducting cremations without identification and leaving bodies outside refrigerators.On Thursday, the Utah Division of Occupational and Professional Licensing released an emergency order suspending the licenses of the Carver Mortuary Service and funeral directors Tanner Carver and Shane Westmoreland.The directors "engaged in conduct which constitutes gross incompetence, gross negligence or a pattern of incompetency," the report stated.But Westmoreland dismissed the claims as being from "disgruntled" former employees."They're making all sorts of claims that are simply not true," Westmoreland told KSL. "There's never been a body here that's been treated with disrespect," he said. "There's never anything that's been stolen."After receiving a license in February 2008, the funeral home provided services for Intermountain Medical Center, Utah's Office of the Medical Examiner and Salt Lake County, according to the report.Two former employees hired at the mortuary earlier this year testified before state regulators, according to the report.Robert Price said he did not hold a license when he was hired as a removal assistant in February. His duties included removing deceased people from various locations, performing cremations and sewing together an autopsy patient.According to the order from the state licensing agency, he said he witnessed the funeral directors violating ethical cremation practices, including cremating infant remains with deceased adults at the same time.This "occurred on a regular basis" during his employment, Price told regulators.Price also reported the cremation retort was not fully emptied after use, and unidentified ashes were thrown away.Although the mortuary kept a cremation log, Price said the log was often incomplete. Cremated persons were sometimes unidentified or missing paperwork authorizing cremation, according to his testimony.Employees also separated "gold and precious metals" from human remains, selling the metals and keeping the "significant" profits, according to the order from the state licensing division.The second employee, Erin Christensen, also did not hold a license when he was hired as a removal assistant in March, according to the order. He was fired from the mortuary in August, the report noted.He testified refrigerators containing bodies was often full, and unembalmed bodies were left outside of the refrigerators for periods of a day or longer.The embalming room was also unsanitary, according to the report, and appliances and services were not cleaned regularly.Both former employees said taking jewelry, watches and rings from bodies was a common practice at the mortuary. Christensen testified he had seen employees wearing the items, the state report said.The funeral directors failed to provide records state inspectors requested from the mortuary, the report stated."The respondents have failed to comply with the ethical standards of the profession that require all deceased persons to be treated with the highest respect and dignity," the report concluded.State officials will hold a formal hearing to decide the final disciplinary action for the mortuary and its operators.Westmoreland believes the company will be vindicated."Once we do explain all these things, I'm confident that they will grant the license back," he said. 3451
