BEIJING, May 10 (Xinhua) -- China's Health Ministry on Monday vowed to ban smoking in all its offices in four months, part of an arduous campaign to curb public smoking around the country.Yang Qing, director with the ministry's community health department, told reporters that hospitals, clinics and other medical institutes nationwide should follow suit to impose strict smoking ban by 2011."No Smoking" signs will be placed in the ministry's conference rooms, lavatories, car parks and stairways while a designated smoking area will be set up outside the office building, the official said.He said the ministry also bans its employees from giving tobacco as gifts -- a rooted tradition in China's office culture. Employees who break the ban will be punished, while those who quit smoking in a year can expect cash rewards.Though Yang did not elaborate how hospitals and clinics under the ministry's supervision should go tobacco-free, it is widely believed that similar policies will be imposed soon among the country's medical institutes.Data from the ministry show China has more than 350 million smokers, mostly men influenced by a macho culture. Doctors with smoking habit have become a prime target of China's tobacco control campaign.Yang said smoking should be banned in all public venues, workplaces and public transport vehicles by 2011, according to the World Health Organization Framework Convention on Tobacco Control, which took effect in 2005.It was signed by the Chinese government in 2003 and ratified by the country's top legislature in 2005. National and local governments ramped up anti-smoking campaigns in recent years, but these were not effective as expected because no strict laws are in place, observers said.Yang said the ministry is now coordinating with the country's lawmakers to push for such legislation.

The BRIC countries have become an important force in the international community, receiving worldwide attention.

YUSHU, Qinghai, April 25 (Xinhua) -- The death toll from a 7.1-magnitude earthquake in northwest China's Qinghai Province on April 24 has climbed to 2,203, the rescue headquarters said late Saturday.As of 5 p.m. Saturday, 73 people were still missing, the headquarters said.Civil affairs authorities in Qinghai also said Saturday they would raise the monthly allowance for orphaned children, widowed elderly and disabled people in the wake of the quake.Ma Danzhu, head of the disaster relief division under the provincial department of civil affairs, said the monthly allowance would be raised to 1,000 yuan (146 U.S. dollars) per person, from 600 yuan as normal standard, for three months.Families of the dead, including locals and migrant workers, also will receive 8,000 yuan in subsidies for each death, according to a policy announced earlier.

  

GENEVA, May 31 (Xinhua) -- China will continue its economic opening-up policy and it stands ready to join hands with other countries to overcome the global economic difficulties, a senior Chinese official said here on Monday."We firmly believe that opening-up will generate unlimited vitality for trade as well as dynamism for economic growth. Under no circumstances will China change its opening-up policy," said Yi Xiaozhun, China's vice minister of commerce.Addressing a WTO session reviewing China's trade policies in the past two years, Yi said his country was still going through a period of rapid industrialization and urbanization, a process that "will unleash enormous demand for investment and consumption.""It is predicted that China's total imports will exceed 7 trillion U.S. dollars in the next five years," Yi told delegates from the world trade body's 153 members.According to the official, many uncertainties still exist in the global economy, with major developed countries still in slow recovery and the international money and bond markets haunted by potential crisis.In the meanwhile, China, which suffered severe impacts by both natural disasters and the global economic crisis, still faces a big challenge in creating jobs at home."China still has 150 million people living in poverty. We have to create jobs not only for 30 million unemployed people registered in cities, but also over 20 million people newly added to the working population every year," Yi said."Nevertheless, China is ready to join hands with other countries to overcome the difficulties," he added.The official reiterated that "China firmly supports multilateralism and always regards the multilateral trading system as the cornerstone of its trade policy."He also called for a successful conclusion of the long-stalled Doha Round trade negotiations, as it "is of great significance to realize rebound of the global economy and resist trade protectionism.""China stands ready to make joint efforts with other members to conclude the Doha Round with an outcome that is comprehensive and balanced, delivering its development mandate," he said.

  

BEIJING, May 19 (Xinhua) -- The Chinese government has given priority to the rebuilding and repairing of residential houses during post-quake reconstruction in northwestern Yushu.A 7.1-magnitude earthquake struck Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province on April 14, leaving at least 2,200 dead."Houses that are repaired must be repaired in a timely manner. For those that are to be rebuilt, residents' wishes regarding house style must be respected," the statement released after a regular State Council meeting on Wednesday said.The statement noted the difficulties the reconstruction work faces: cold weather, low oxygen-levels, a fragile ecosystem, and inadequate construction resources.According to the statement, the country plans to spend three years finishing the "main reconstruction task."The government vowed to build the "safest and most stable" schools and hospitals in the quake zone while protecting local ethnic and religious cultural heritage.
