CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. California Attorney General Xavier Becerra and top education leaders in the state announced Thursday that California was suing the Trump administration in an attempt to stop a directive that would force international students to leave the country should their schools conduct classes exclusively online.Immigrations and Customs Enforcement (ICE) announced on Monday that students on F-1 and M-1 visas would either need to leave the country or transfer to a school where in-person classes were taking place or else face deportation."Shame on the Trump Administration for risking not only the education opportunities for students who earned the chance to go to college, but now their health and well-being as well," Becerra said in a press release. "Today, President Trump appears set to do just that — amidst a global pandemic of historic proportions. Not on our watch."Becerra was joined in the lawsuit by the chancellors of both the state's university and community college systems.California is the first state to file a lawsuit against the directive. CAMDEN, N.J. – Across the river from Philadelphia sits the nearly 200-year-old city of Camden, New Jersey, at one time called “the most dangerous city in America.”“This city has been riddled with drugs,” said resident Mark Hansen.About 74,000 people live there. Seven years ago, amid a budget crisis and a spiking murder rate, the mayor and police chief, as well as local and state lawmakers and then-Governor Chris Christie, among others, joined together and disbanded the city’s police department.“We had 67 murders in 2012, which put the murder rate higher than some third world nations. So, a change had to come,” said Louis Cappelli, Jr., Camden County’s freeholder director, which is a job similar to a county commissioner.It’s a position Cappelli also held when the city police department ceased to exist and was replaced with a brand-new county police department.“We started with two main objectives,” Cappelli said. “Number one was to reduce the number of crime victims and number two is to make the residents of the city feel safe.”So, what happened to the city police officers? With the union dismantled, all of them -- from the chief on down -- had to reapply for their positions with the Camden County Police Department (CCPD).Not everyone got their job back, but Capt. Zsakhiem James did.“Couldn't see myself being a cop anywhere else,” he said. “This is my home.”However, the policing Capt. James knew then underwent a complete change. All the officers went through new training – focusing foremost on community policing and de-escalation, where the use of force becomes a last resort.“We stress interaction with people on a positive note. We reward that,” Capt. James said. “As opposed to just the traditional rewards for drug and gun arrests and solving violent crimes, we also reward officers for being integral parts of the community.”In the years since the changes, according to the CCPD, Camden’s crime rate fell. Since 2014, violent crime is down 36% and murders are down a whopping 72%.Not so fast said Camden County NAACP President Kevin Barfield.“Crime statistics throughout the state, in the United States, have went down over the years,” Barfield said. “So, can we truly contribute that to policing or a police model?”He is also concerned that the county police department lacks diversity in the ranks. Minorities make up about half the force and few are part of the higher ranks, in a city where 95% of the residents are either African American or Hispanic.“The problem is that the police department does not reflect the community that it serves,” Barfield said.That matters a lot, according to Dr. Nyeema Watson, head of civic engagement at Rutgers University’s Camden campus.“We still want to see broad swaths of diversity in all ways - because until there is a deep cultural shift, not only in policing but against systematic oppression of blacks, we're still going to have a fear and mistrust of the police,” Dr. Watson said.County officials say they are working to address that issue but add that the changes in policing in Camden shouldn’t be discounted. As for cities considering revamping their own police departments, each had some advice to offer.“Give the community the opportunity to vote,” said the NAACP’s Kevin Barfield. “When we change things, we need to make sure that those who are most vulnerable, that we still make sure that they have a voice.”For freeholder Louis Cappelli, what happened in Camden may not apply everywhere.“It's not one size fits all,” he said. “What we're doing here works well for us. Cereal company General Mills announced on Thursday that its employees are eligible for up to 20 weeks of paid maternity leave under a new company policy, effective Jan. 1, 2019. Also part of the announcement, General Mills said it will offer up to 12 weeks for paid paternity and adoption leave for its employees. While the United States' Family Medical Leave Act requires most employers to allow staff to take up to 12 weeks off, the act does not require employers to pay employees for leave. General Mills said the new rules apply to its salaried and non-union employees. CAMPO, Calif. (KGTV) -- Three people were taken to the hospital and two others are in custody after a Border Patrol chase led to a crash in Campo Tuesday night. According to Border Patrol, agents tried to stop a 23-year-old San Diego resident driving a blue Mazda MPV around 5:05 p.m. near Old Highway 80 and McCain Valley Road for possible immigration-related violations. The driver refused to stop, sparking the chase. During the chase, agents say the woman drove onto Shasta Way at a “high rate of speed” before driving over a dip and losing control of the vehicle. According to border patrol, the 23-year-old had minor injuries and was taken to the hospital. Border Patrol says four men were found in the back of the vehicle. The men are between the ages of 24 and 39 and all claim to be residents of Mexico. Two of the men were taken to the hospital for treatment while the other two were taken into custody after refusing medical aid, Border Patrol says. 1139
