(AP) — NASCAR says a noose was found in the garage stall of Bubba Wallace on Sunday at the NASCAR race in Talladega, Alabama.Wallace is the only full-time Black driver in NASCAR's elite Cup Series. State legislators will vote Monday on an emergency bill to block evictions across California when a moratorium expires on Sept. 1.The bill would extend the moratorium protections for tenants through January 2021, but evictions could resume in February.This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court.2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021.Governor Gavin Newsom announced he would sign the bill once it reaches his desk.The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. In a statement, it said the bill doesn't provide rental income assistance and does not guarantee landlords will ever get the money they are owed.The bill requires a two-thirds vote, and is expected to be taken up in both houses of the state legislature Monday. 1302

The birthday party for a 5-year-old Davenport, Iowa boy turned into one he’ll never forget when several officers from the Davenport Police Department accepted his invitation to attend.Jackie Martin took to Facebook to share the story of her son, Brayden, and his love for police officers. According to Martin, he loves everything about them, so it shouldn’t come as much of a surprise when Brayden decided he wanted to have a police officer-themed birthday party this year.Brayden personally delivered invitations to the police station in hopes of getting to see a squad car.But what he got in return was so much more.Over the course of the day, seven different officers made their way to Brayden’s party. The Boston Marathon clarified on Sunday its policy on allowing transgender athletes to compete in its annual event, saying that athletes do not have to share their gender history with race officials, NPR reported. The Marathon also confirmed that transgender runners have competed in past events. "We don't require that runners outline their gender identity history with us, so we can't say for certain how many trans runners are in our race," the Boston Athletic Association, organizer of the annual Boston Marathon, said in a statement to NPR. "We do know that we have had several transgender runners in the past."Last month in the Canadian publication "Running Magazine," three transgender women told the magazine that they plan on competing as women in this year's Boston Marathon, which will be held on April 16. The story drew questions on whether transgender athletes competing as women would be at an advantage. Although the Boston Marathon is generally considered a competition for amateur athletes, it has strict qualification standards based on athletes' age and gender. Before the 2016 Summer Olympics, the International Olympic Committee developed criteria to ensure that transgender athletes could compete in their desired gender, while trying not to give any competitive advantage.
