SAN DIEGO (KGTV) — A new program promises to help San Diegans get high-paying tech jobs without the crippling student loan debt.It's through a partnership between the San Diego Workforce Partnership and UC San Diego Extension, offering students what's called an income share agreement (ISA). With the ISA, tuition is covered and students agree to pay a small proportion of their income for a set period of time after graduating.“If the program doesn’t work for you and you don’t get a high paying job, you pay nothing. If it works, you pay a small percentage of your income back into the fund. And that fund, you pay it forward to the next cohort of people coming behind you," said Andy Hall, Chief Operating Officer of the San Diego Workforce Partnership.RELATED: Realtors expect busy spring for buyers and sellersThe programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.“The ranges are you pay nothing if you’re making under ,000, if you're making over that, you'll pay between 5 and 8 percent of your income, and then you'll never pay more than about 1.6 to 1.8 of what was initially financed for you," said Hall.The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.Dr. Josh Shapiro, UC San Diego Extension Assistant Dean of Research Affairs, says the university wants to extend its reach into the community.“Assuring everyone has access to a world-class education, regardless of where they live, their means, their socioeconomic status," said Shapiro. He says the ISA model is one which could be used for undergraduate programs in the UC System down the line. Shapiro says their ISA is consumer friendly because they're not relying on private equity or venture capital. The program only succeeds if students are successful and put money back into the fund. While ISAs are becoming more popular around the country, Shapiro warns consumers to be cautious and read the terms. SAN DIEGO (KGTV) -- A restaurant destroyed by a fatal fire last October reopened just in time for the holiday crowds. Kojack's Greek American fusion restaurant has been a Mission Beach staple for more than three decades. But last October, a fire started near the roof of the building and destroyed the ice cream shop and Kojack's on the bottom floor, as well as the apartment rooms on the second floor. San Diego Fire-Rescue Department said 36-year-old apartment tenant, Aaron Porter died in the fire. Since the tragedy, the building and restaurant owner, Mike Soltan says he has worked tirelessly to get back onto his feet to reopen on his favorite holiday. "I never miss the Fourth of July on this beach for 33 years. So we tried so hard to make it, and finally, we did it." Soltan said. Longtime customer, Steve Grebing said he could not miss the grand reopening. "He [Soltan] kept saying in two weeks, two weeks. He was getting there, but now he is back here, so it's great," Grebing said. While the building itself is rebuilt, the renovations for the second floor are on hold. So no apartment tenants are able to live upstairs. Soltan also owns the ice cream shop next to Kojack's. Both shops reopened on July 4. 1226

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. In early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. California Attorney General Xavier Becerra said in a statement Tuesday afternoon that "A medieval wall along the U.S.-Mexico border simply does not belong in the 21st century.”Read the full statement below:“We remain unwavering in our belief that the Trump Administration is ignoring laws it doesn’t like in order to resuscitate a campaign talking point of building a wall on our southern border. SAN DIEGO (KGTV) -- A homeless man walking through a church parking lot was viciously mauled by two stray pit bulls early Wednesday morning.The victim was discovered by a passerby at around 1 a.m. outside the New Creation Church located at 3115 Altadena Ave. in the Chollas Creek neighborhood, according to San Diego police.The unidentified victim told 10News that he was walking through the parking lot when he was suddenly attacked by two pit bulls.He says the pit bulls repeatedly bit him in the face, head, and entire body until the dog owner pulled them off. The owner of the dogs did not stay with the victim or check on his status, the victim told 10News.The dogs whereabouts are unknown.Police found a dog harness at the scene and have turned the investigation over to county animal control.The victim was transported to an area hospital with multiple lacerations. His condition is unknown at this time.Police are searching the neighborhood for the owner of the two pit bulls. No description of the dogs or the owner have been issued at this time. 1066
