SAN DIEGO (KGTV) — From business closures to limits on gatherings, there’s mounting evidence that government restrictions do slow the spread of COVID-19. But which policies are the most effective?A study published this month in the journal Science aims to answer that question by examining data from 41 countries outside the U.S.The researchers examined seven kinds of COVID-19 policies in mostly European countries and compared them to case and death rates in those countries over time.The policies included limiting gatherings to 1000 people or less, to 100 people or less, and to 10 people or less; a targeted closure on high-risk businesses; a broad closure of most non-essential businesses; school and university closures; and stay-at-home orders.The authors found limiting gatherings to 10 people or less was the most effective nonpharmaceutical intervention of the seven examined, reducing the transmission rate by 42 percent.Closing schools and universities was next, cutting transmission by 38 percent. The researchers said they were not able to examine the relative importance of closing universities over grade schools because such closures were typically implemented at the same time.Next, the researchers examined the impact of two kinds of business closures. They found broad closures of most non-essential businesses were “only somewhat more effective than targeted closures” of high-risk businesses like restaurants, bars and nightclubs. Broad business closures reduced transmission by 27 percent compared to an 18 percent reduction for targeted closures.“Therefore, targeted business closures can be a promising policy option in some circumstances,” the authors wrote.The study estimates those three policies together -- closing high-risk businesses, closing schools and universities, and limiting gatherings to no more than 10 people -- are enough lower to slow the spread of the virus.In epidemiological terms, interventions are considered successful when they lower the so-called number below 1. The reproduction number, or R number, is the average number of people who become infected from one infectious person. Without interventions, the study found the R number for COVID-19 between January and May was 3.3.The study did not examine the impact of wearing masks, but other studies have found that masks can also significantly reduce the spread of COVID-19.So what about stay-at-home orders? Mandatory stay-at-home orders where people are only allowed outside for essential tasks or during certain times of the day tend to be a last resort, when there are other restrictions already in place.The researchers found mandatory stay-at-home orders cut transmission another 13 percent on top of other policies. “Issuing a stay-at-home order had a small effect when a country had already closed educational institutions, closed nonessential businesses, and banned gatherings,” the authors wrote. 2919

SAN DIEGO (KGTV) — Eight San Diego County gyms have filed a lawsuit against state and county leaders over the public health orders due to the coronavirus pandemic.The gym owners say that restrictions on their business by California and the county have caused, "difficulty in satisfying their financial obligations, having been forced to lay off a significant number of employees" and they have "expended large sums of money in an effort to comply with Defendants’ vague orders."Gym owners say they have lost tens to hundreds of thousands of dollars, in some cases, retrofitting their businesses to be compliant with reopening measures.The Plaintiffs include Metroflex Gym in Oceanside, Ramona Fitness Center in Ramona, Boulevard Fitness in University Heights, Deadweight Strength in Grantville, Convoy Strength in Kearny Mesa, IB Fitness in Imperial Beach, and Being Fit in both Clairemont and Mira Mesa.The owners added that they have sought clarification of the orders and how they're enforced by law enforcement and the county, but have not received any clarification from officials.The lawsuit claims that public health orders labeling their businesses as nonessential without allowing them to challenge it, and mandatory closures, are not constitutional.Defendants include Gov. Gavin Newsom, all five San Diego County supervisors, and the mayors of each city where the gyms are located. We met State Senate President Pro-Tem Toni Atkins at a coastal event for research on climate change. Atkins says it’s everyday attention to universal issues like this that further acceptance of openly gay leaders like her. Christine Kehoe was San Diego’s first openly gay politician. She was elected to the San Diego City Council in 1993 and went on to serve more than a decade in the State Assembly and Senate. “The fact is there are a lot of people who blazed trails to allow me to serve; to allow Toni Atkins, Jen Campbell, Georgette Gomez, Chris Ward….our cup really runneth over in San Diego." Assembly member Todd Gloria said no one should hide who they are. "I think I'm a better elected official because of who I am. SAN DIEGO (KGTV) - Hundreds gathered in Balboa Park to pray for the 50 people killed in the New Zealand terrorist attack and spread the message that hate has no home here.About a dozen speakers shared stories of the victims or hate directed at minorities."It will take all of us to put hate back in it's corner," Sara Hassane, 17, said. "Just pure evil and again it has no place in this world and it's just sad," San Diego Police Chief David Nisleit said. He and more than a dozen of his officers surrounded the event, along with snipers on the roof of nearby buildings, ensuring the crowd felt safe."We have officers out here making sure we don't have a copycat or anyone tries to do anything," he said.Though fear, still permeated the crowd. "Is this going to happen again? Is this the beginning or the end or...?" Hassane said. Her father runs a San Diego mosque and she said everytime she comes in to worship, she told 10News she fears she won't leave and see her family again.While they prayed, two women told me they asked Allah for peace for the victims and love from one another, ending hate. 1108
