SAN DIEGO (CNS) -- Two San Diego-area teachers are among six state finalists announced Tuesday for the 2020 Presidential Awards for Excellence in Mathematics and Science Teaching.According to the State Department of Education, the award honors teachers who "display subject mastery, appropriate use of instructional methods and strategies, lifelong learning and leadership in education outside the classroom."The PAEMST is presented by the National Science Foundation. Up to 108 teachers are recognized each year."These teachers are incredible educators, role models and mentors to all those around them, and through mastery of their craft, they inspire students to study math, technology, engineering, and science -- including computer science," State Education Secretary Tony Thurmond said. "They're bright stars and prime examples of excellence in our educational system, and we hope that all students can enroll in great STEAM and computer science programs with educators like them, to prepare them for the jobs of tomorrow."Khamphet Pease, a sixth-grade teacher at Wilson Middle School in San Diego, was named a finalist in the mathematics category. An educator for 14 years, Pease teaches courses in Introduction to Coding; Gateway to Technology: Design and Modeling, Automation and Robotics; and Computer Science for Innovators and Makers. From 2014-16 she also mentored 16 high school girls from schools across the county to build a microlab experiment that was sent to the International Space Station to test zero gravity.Marlys Williamson, a fifth-grade teacher at Wolf Canyon Elementary in Chula Vista, was named a finalist in the science category. Williamson, a 13-year educator, has trained fellow teachers on science and engineering practices, led the creation of Wolf Canyon's Design Den makerspace and mentored student teachers from multiple teaching programs.The eventual award winners from each state receive a ,000 award from the NSF, receive a certificate signed by the President of the United States, and are traditionally honored at a ceremony in Washington, D.C. 2096
SAN DIEGO (KGTV) — A Good Samaritan discovered a cat and her 11 kittens inside a downtown dumpster San Diego recently.The San Diego Humane Society said it's now caring for the cat and her kittens, which is a rare size for any litter.“A healthy litter this size is incredibly uncommon and certainly not something we see every day in the nursery,” said Jackie Noble, SDHS kitten nursery manager.RELATED: East County woman loses hundreds of dollars in pet scamThe Good Samaritan told SDHS it didn't appear the cat was dumped there and may have been using the dumpster as a safe place to hide and care for her kittens.SDHS said the animals are all in good health. The animals will remain there until the kittens are ready to be put up for adoption and the mother is spayed."As cute as the kittens are, a litter this large highlights the importance of spaying and neutering. SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062
SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. As a result, some crimes that would have been classified as aggravated assaults are now considered rapes and some crimes that would not have been considered violent crimes are now captured in these statistics, Burke said. Violent crimes include homicide, rape, robbery and aggravated assault. Property crimes include burglary, larceny and motor vehicle theft. According to the report, San Diego law enforcement has received an average of 31 reports of violent crime and 150 reports of property crime per day during 2019's first half. 2353
SAN DIEGO (KGTV) - A Chollas View elementary school was placed on lockdown Wednesday after reports of an armed man nearby.San Diego Police were called to the area of 45th and Market streets at about 9:30 a.m. over the reported suspect. Chollas-Mead Elementary School was placed on lockdown as police searched the area.Officers arrested an armed man at the scene and were searching for a second suspect who fled the scene, believed to possibly be armed as well, police said.Chollas-Mead Elementary's lockdown was lifted as of 11 a.m. while police continued their search.The outstanding suspect is described as a 6-foot-tall black man, in his 20s, last seen wearing a black shirt and light blue pants, SDPD told City News Service. 736
