SAN DIEGO (KGTV) - A 15-year-old boy was arrested in connection with the shooting death of his father inside their Scripps Ranch home.At 8:39 p.m. Sunday, San Diego police responded to a report of a shooting at a home in the 11200 block of Affinity Court, near Scripps Ranch Boulevard.10News learned the suspected shooter's brother called 911 to report the incident.Officers arrived to find a 46-year-old Vietnamese man lying on a bedroom floor with at least one gunshot wound to his upper body. After life-saving efforts by paramedics, the man -- who was not immediately identified -- was pronounced dead at the scene.Officers combed the condominium complex and nearby area for the suspected shooter, who was identified as the victim’s 15-year-old son, but could not immediately locate him. Authorities later added that the boy is a Mira Mesa High School student. At about 1 a.m. Monday, officers responded to a reported sighting on Scripps Poway Parkway and saw the boy walking down the street. He was apprehended, and 10News learned the boy had a gun and additional ammunition with him at the time of his arrest. 1133

SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. SAN DIEGO (KGTV) — A 24-year-old woman died early Saturday after a crash in the Paradise Hills neighborhood of San Diego.Officers responded to the 6400 block of Garber Avenue just before 1:30 a.m. and found the woman unconscious behind the wheel of a 2017 Ford Mustang.Police say the woman appeared to be driving in the southbound lane of Garber Ave. and for unknown reasons collided into an unoccupied parked rental box truck.The woman was taken to a nearby hospital, where she was pronounced dead.Traffic investigators are investigating. 547

SAN DIEGO (KGTV) - A City Heights elementary school was placed on lockdown Wednesday morning following reports of gunfire in the area.San Diego Police responded to the call of shots fired near Colina del Sol Park at 5319 Orange Avenue just after 9:30 a.m. Wednesday.Fay Elementary - located across the street from the park - was placed on a precautionary lockdown, according to police. The lockdown was lifted within an hour.Two individuals were detained following the reports, but police did not confirm whether they were associated with the shooting. Police did say they are searching for one more individual.Police recovered shell casings at the scene, but would not say how many were recovered. No injuries have been reported.SDPD officers were on the scene Wednesday afternoon investigating.  840

SAN DIEGO (KGTV) - A broken fire hydrant sent thousands of gallons of water gushing into the air Friday, damaging home on the 5100 block of Mariner Drive, near Otay Mesa.  The home received flood damage on the first floor of the house, as well as the yard. The cars in the driveway were drenched as well.  Water was gushing from the broken hydrant for nearly 20 minutes, according to the homeowner, Gary Birtwell.  "It was coming in through the backdoor," Birtwell said. "We had about 6 inches of water in the back yard that basically filled up above the door. And it was coming in through a closed window on the side of the house. We had water that came in through the ventilation." A neighbor's security video captured what appears to be a white SUV pulling into the curb then hitting the hydrant. Water begins gushing, and the SUV takes off.  Police officers took the neighbor's security video from the scene and were looking for more footage of the incident. 1015
