Cleveland police have issued an arrest warrant for 39-year-old William Hanlan, who they believe is behind the death of 24-year-old Nicholas Russell.Russell died last month after he was shot outside Mandy's Lounge, on Cleveland's west side. Police said Russell was playing pool at the sports bar when a man walked up and asked to join. There was an argument and the men stepped outside.Moments later, Russell was shot in the chest. Police said he was shot at point-blank range. He was taken to the hospital but died eight days later.Police believe Hanlan pulled the trigger.He is wanted on aggravated murder charges in Russell's death, a felony of the first degree.According to the arrest warrant, police believe Hanlan planned Russell's death prior to coming to the bar.Hanlan has a lengthy criminal past dating back to the late 1990s, but all of his offenses are either traffic violations or misdemeanor charges.    964

CLEVELAND — Police in the Cleveland area now report a total of five Amazon delivery trucks have been stolen in northeast Ohio since Nov. 25, and with them, hundreds of packages. Investigators say in some cases the vehicles are taken by thieves as the Amazon driver leaves the running truck to make a delivery.Cleveland Heights Police Chief Annette Mecklenburg said that's exactly what happened on Dec. 13, after thieves stole an Amazon vehicle during a delivery."The driver was delivering a package, she had exited the truck and was putting it on the porch," Mecklenburg said. “A truck pulled up and one of the men got out and jumped in the Amazon truck and drove away. The truck had been left running with the keys in it. It is possible up to 200 packages, we believe, were in the truck at the time it was stolen. To me it’s just heartbreaking for all the people who had ordered. You know people were ordering online to be safe because they didn’t want to get sick, so many more people were ordering on-line and were looking forward to these packages and these gifts. It’s so close to Christmas, it really is sad, I feel horrible for the people who may not get these packages in time for the holidays.”Mecklenburg said the Amazon driver was not hurt, and said GPS tracking on-board the delivery truck helped speed-up the recovery effort.“Unfortunately, there were no cameras on the truck, and at this time we couldn’t find any cameras in the immediate area where the truck was stolen,” Mecklenburg said. “It’s my understanding that it’s their policy to leave them running when they exit it to deliver a package. We have heard that with some of these trucks, drivers are being robbed by people with guns.”News 5 contacted Amazon headquarters about the truck heists, and asked if these cases have the company considering delivery protocol changes, or adding truck surveillance cameras to assist police make arrests. Companies can stop collecting employees’ payroll taxes starting Tuesday, September 1, after an executive order in early August gave workers a tax holiday.The deferral of payroll taxes applies to employees making less than 4,000 a year. Employees are taxed 6.2 percent that goes toward the Social Security Trust Fund and another 1.45 percent for Medicare.It’s a deferral because the payroll taxes are still due to the IRS by April 30, 2021, which they made clear in new guidance released last week with the US Treasury Department.What this means to employees: It depends on your employer. Starting September 1, employers can stop withholding taxes, but many business leaders have said they will not since the taxes will eventually be due. The decision is up to each company and is not required.If a company stops withholding payroll taxes, employees will have more money in their paychecks through the end of the year. Then on January 1, companies will need to withhold more from paychecks to collect all that is owed in April 2021.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. For employees making ,000 per year, those figures would be doubled.If an employee leaves their job before all of the appropriate taxes are collected, the guidance only states that companies can "make arrangements to otherwise collect the total applicable taxes from the employee."President Trump has stated he would “terminate” the tax if he was elected in November. CLEVELAND — The morning of Nov. 23 started out like any other for Amanda Zupancic. She’s a special education teacher in Cleveland. Around 11 a.m. that morning, in what would be her 3rd period class, she was in session with a middle school student and his mom on Zoom in the upstairs office of her west Cleveland home.She was suddenly interrupted with a loud noise.“I heard a glass-shattering crash downstairs,” she said. “I was like, 'hold on, I think someone is breaking into my house, just joking.' I didn’t think anyone would be breaking into my house in the middle of the day,” she said.But that is exactly what was happening.“There was a man walking though my baby gate with a knife in his hand walking upstairs,” said Zupancic. “He started threatening me, yelling at me, calling me names. He grabbed me upstairs into my bedroom.”The man began rummaging through her things, all the while Zupancic’s student and his family were still on that Zoom call listening from Lake County.In the 911 call, the student’s dad tried to explain the situation. “The teacher that teaches my son, somebody broke into her house we saw it on the Zoom,” said the student’s dad to a Lake County dispatcher.As the robber frantically searched for valuables, the dad gave as much detail to the dispatcher as he could.“I guess she heard the man say, ‘Get on the floor. I’m going to cut your f-ing throat,’” he told the dispatcher.Zupancic told the man he could have her car keys but they were downstairs. He agreed she could go and get them. She said, instead of getting the keys, she let her two dogs out.“When I reached for my keys, instead I opened the gate and I have a German shepherd and a Great Dane-boxer mix. So the German Shepherd stood between myself and this guy, and the Great Dane Boxer mix went at him,” she said.It gave her enough time to think.“I just grabbed a pair of scissors and I chased him to the front door,” she said.She continued to chase him down her street.“I started chasing him with this pair of scissors, in my house shoes, down the street, yelling 'help me, help me, this guy robbed me,'” she said.Zupancic said a local contractor working on a house in her neighborhood saw the encounter and tackled the man to the ground and detained him until Cleveland police arrived.When they got there, they arrested Charles Derosett.Derosett is charged with aggravated robbery and felonious assault as well as other charges. He is a convicted felon, previously serving time behind bars for aggravated robbery.Zupancic is still shaken up.
