BEIJING, Feb. 28 (Xinhua) -- The Chinese government pledges to improve the quality of education and enable people to enjoy fairer education through more investment and reforms in the coming decade.The draft of the National Outline for Medium and Long-term Education Reform and Development (2010-2020) was published Sunday for public opinions.The amount of government investment on education annually will increase to 4 percent of the country's total GDP by 2012, according to the outline. BEIJING, Jan. 24 (Xinhua) -- A 40-member Chinese medical care and epidemic prevention team left here for Haiti on Sunday afternoon on a chartered flight, which also carried 20 tonnes of medical supplies, said the Ministry of Commerce (MOC).The MOC said earlier in the day that China had decided to provide medical supplies worth 18 million yuan (2.64 million U.S. dollars) in additional aid to quake-ravaged Haiti.The 20-tonne medical supplies included medicines, hygiene equipment, medical devices and camping equipment, said the ministry in a statement.Also onboard the plane would be four Chinese peace-keeping police officers, replacing the four who were killed in the earthquake. KAMPALA, Jan. 25 (Xinhua) -- Ugandan President Yoweri Museveni on Monday met officials of the China National Offshore Oil Corporation (CNOOC) amidst increased lobbying by international oil giants to enter the country's oil sector.A State House statement issued here said that the CNOOC officials who met Museveni at State House Entebbe, 40km south of the capital Kampala, expressed interest in joining Uganda's oil and gas sector by partnering up with Tullow, an Irish oil company.Tullow, which has oil blocks in western Uganda, is seeking a partner to help it start oil production in the country.The CNOOC meeting comes weeks after Italian oil giant, Eni Spa, also expressed interest in joining the country's oil sector, promising an oil refinery and a power plant.Eni wants to enter the sector by buying stakes of another oil company Heritage Oil which jointly operates two blocks with Tullow on a 50-50 percent venture.The Eni-Heritage deal which is yet to be concluded is embroiled in controversy as Tullow exercised a pre-emption move saying it has the first option to buy the Heritage stakes, a move the government said it would not accept because it would create a monopoly.Museveni told the CNOOC officials joined by Tullow officials that the government will discuss all proposals and announce its decision soon."President Museveni said that the government will discuss all proposals by companies operating in the oil and gas sector adding that the country looks forward to welcoming new companies," the statement said.The Museveni-CNOOC-Tullow meet also comes days after Aiden Heavey, Tullow's chief executive met Museveni urging Uganda to honor contractual obligations following the Eni-Heritage deal.Uganda's recently discovered oil is attracting a lot of attention from international oil giants.So far the country has discovered an estimated two billion barrels of oil and according to experts there is a possibility of discovering more.

BEIJING, Jan. 18 (Xinhua) -- The quality of China's agricultural produce including vegetables, domestic animals and aquatics was improved in 2009, the Ministry of Agriculture said Monday.The ministry released an annual report based on monitoring results of agricultural products, saying 96.4 percent of vegetables had met safety standards in 2009, up 0.1 percentage points year on year.The rate was 99.5 percent for domestic animals, up 0.8 percentage points, and 97.2 percent for aquatic products, up 1.5 percentage points.The monitoring of fruits, mushrooms and tea, for the first time in 2009, found 98 percent, 95.2 percent, and 94.8 percent of products in the three categories met standards.In 2009, the inspections became more detailed, covered more categories, and were carried out in 259 large and medium-sized cities, compared with only 36 major cities previously, the ministry said.The ministry said it would step up the control over the use of prohibited pesticides and veterinary drugs in 2010 in order to further improve the quality and safety of agricultural produce.
