CARLSBAD (KGTV) -  A new airline will begin flying from Carlsbad's McClellan Airport, trying to give North County travelers an alternative to Lindbergh Field.California Pacific Airlines will take off for the first time on Friday, with a flight to San Jose. They also have flights planned for Reno, Sacramento, Las Vegas, and Phoenix/Mesa by the end of November. The airline already offers flights from Denver to several cities in South Dakota."We’ll be flying at least 15 flights a day in the next two months," says CEO Ted Vallas. "We're getting a great reception for it."Vallas says his airline will offer competitive rates, but travelers will save money in the long run because they won't have to first drive up to an hour to Lindbergh Field or pay to park.The airline hit a snag on its first morning, however, having to postpone its inaugural flight Thursday. A mechanical problem delayed the airplane in Denver.Vallas says that's not a sign of things to come, noting that his airline will have a fleet of 15 to 25 planes stationed at all cities it serves.McClellan Airport has had problems keeping commercial travel. California will end the cash bail system in a sweeping reform for the state. Rather than requiring defendants to pay in order to be released before trial, their release will hinge on an assessment of their risk to public safety."Today, California reforms its bail system so that rich and poor alike are treated fairly," Gov. Jerry Brown said in a statement.Brown signed the bill Tuesday, and the new law goes into effect October 1, 2019.Critics have long contended that the money bail system perpetuates inequality. While some people are able to quickly get out of jail by posting bail, people who aren't able to afford it sit in jail until the court takes action, or until they work with a bail bond agent to secure their freedom, which can leave them in debt."Abolishing money bail and replacing it with a risk-based system will enhance justice and safety. For too long, our system has allowed the wealthy to purchase their freedom regardless of their risk, while the poor who pose no danger languish in jail," said Assemblymember Rob Bonta, one the lawmakers who introduced the bill, in a statement.Under the new law, a pretrial assessment would be done by either court employees or a local public agency that has been contracted to determine a defendant's risk. That entity would assess the likelihood that the person will not appear in court or commit a new crime while released, and would make a recommendation for conditions of release. The pretrial assessment services will not release a person arrested for violent felonies.The California Money Bail Reform Act, also known as Senate Bill 10, passed in the State Senate with a vote of 26-12, and the General Assembly by 42-31."SB 10 puts all Californians on equal footing before the law and makes public safety the only consideration in pretrial detention. "COVID cars are cars that have been sitting around for a long time and the batteries do not work," Bob Gugino, owner of Bison Automotive said. Gugino says he has seen a number of cars with similar issues with rotting brakes, dead batteries and severe neglect. "Every day people are working more and more from home so this is a consequence of that," Gugino said. These consequences of cars just sitting around are happening to vehicles of all ages. "All cars, whether new or old," Gugino said, "It affects the older ones a little bit more but every car, if it's not run, can have the battery die and the brakes rot out."The best way to make sure that does not happen? Drive your car around even if you don't plan on going anywhere. CARDIFF (KGTV) -- With just a little bit of planning, Sharon Belknap begins a free-hand sand mandala that will offer its message, briefly, to all who pass by on the bridge at Cardiff State Beach where the San Elijo lagoon meets the ocean.Watching her work is like watching a dance.The graphic designer and illustrator draws shapes using a small, inexpensive rake. She brings extras because often passersby find inspiration and ask to join her, a collaboration she welcomes.The connections she has made through her sand art, she says have added meaning to her creations.People also send her their photos of her artwork, asking to use them in their holiday cards.Each mandala has an inscription, such as: "You Are Loved," or "Only Love."One that resonated particularly was "Grateful for ____.""People were shouting their words from the bridge," says Belknap.Sometimes friends join her.Heather Nelson is a regular, and a longtime friend. The day we shot the story, Kari Prevost was joining for her first collaboration with Sharon."The sounds of the ocean, the beauty of the water," she says, "it's restorative. It rekindles a playfulness that's innate."Expressed on a canvas that will be washed away by the waves; the impermanence, Belknap says, is freeing and healing.Her son Chris Thompson, a 28 year-old Valley Center firefighter, died in an early morning crash on his motorcycle this 4th of July."I like to say he ascended," she says. The next morning, inexplicably, Sharon says she woke up feeling joy. She came to her spot in Cardiff before sunrise."The words just poured into me: 'Only Love.'The first person who walked over the bridge and saw her mandala tribute, took a picture of her, standing in the shadow of the bridge illuminated in the early sunlight.Belknap says Chris is in every drawing. She adds eyes, which are Chris's, to each one. "Being out here, creating these, I often ask Christopher, 'What do you see honey?' CASTAIC (CNS) - A man who stole an SUV from a customer at a Santa Monica dealership led authorities on a chase for over two hours Friday, from South Los Angeles to Ventura County, before being arrested in the Castaic area.The man allegedly stole the Subaru from a person visiting a Santa Monica dealership "a few days ago," according to Sgt. Blake Cooper of the Santa Monica Police Department, but details were not immediately available.The chase started about 6:15 p.m. Friday, the Los Angeles Police Department said. It was not immediately clear where the chase began. The driver had a woman with him at the beginning of the pursuit, but she got out, according to broadcast reports. 692
