TWENTYNINE PALMS, Calif. (KGTV) – After a Southern California Navy corpsman suddenly died this summer, his family has been trying to get answers for almost two months. This week, 10News has learned that 30-year-old HM3 Michael Vincent De Leon may have been killed by someone else.10News began looking into the case last week after his father, Jose De Leon, contacted 10News for help. 10News interviewed De Leon over Skype because he and the rest of the family live in Texas. De Leon says his son was stationed at the Twentynine Palms Marine Corps base in San Bernardino County. It was almost two months ago when De Leon says that he was visited by military officers who informed him that his son had died and an investigation was underway.“I gathered my emotions and asked them ‘why?’ or ‘what happened?’ but they couldn't give me anything,” De Leon tells 10News.Since then, the family says they've largely been kept in the dark, but this week 10News learned from a source with close military ties that the Naval Criminal Investigative Service (NCIS) has confirmed that Michael's death is now being investigated as a homicide. It’s a very different story than what De Leon says he was lead to believe in the hours just after learning of his son’s death when he says the word "suicide" came up from service members on-base.De Leon didn't believe it, claiming there was no history of depression or substance abuse. He says his son was happy and excited about an upcoming deployment.“He was an extrovert. He could walk into a room and make friends,” he told 10News with tears in his eyes.De Leon is a former television news photojournalist. Using his skills, he started his own investigation. This is what he says he learned just 48 hours later from a service member who is close to the case. De Leon tells 10News, “I begged him, ‘Just tell me, did Michael pull the trigger or did someone else?’ There was a long pause and he [replies], ‘Mr. De Leon, someone else pulled the trigger.’"De Leon says that other service members who knew his son said that his son was shot on-base at another corpsman's going-away party in the military housing area. A full week passed, but De Leon says there was still no word from the base about what happened.“It’s a bunch of bureaucrats that are not vested at all in the family,” he adds.He says after formally complaining he finally got a call from an agent with NCIS, which is handling the investigation. De Leon says the agent would only confirm that there was a shooting on-base at a housing unit with corpsmen present and a firearm was produced. It’s now seven weeks later and 10News has verified with our source that agents are officially treating this investigation not as a suicide, but as a homicide. It remains unknown as to whether it was accidental or intentional.10News directly asked NCIS and the base for comment. On Thursday afternoon, a spokesperson for the base sent 10News the following statement:"I spoke with a representative from the Provost Marshall's Office and he has confirmed that the incident is currently still under investigation so the information you inquire is unable to be released at this time. However, I was able to confirm that the base policy for securing firearms for those who live on/work at/visit the military housing area is that all firearms need to be in a secured location in the home and must be in a secure location in order to get a weapon onto base and when being transported to and from the home. Weapons must be registered on the installation. As far as Marines living in the barracks, their firearms need to be stored in a unit armory. It is actually an inspectable item and part of the unit armory policy. I apologize I do not have more information for you at this time. TUCSON, Ariz. — A nationwide scam claims you'll be arrested because you missed jury duty and you'll have to pay right away to escape it. You might think you can spot a gimmick a mile away, but a Tucson businesswoman fell for it last week.At the start of Denise Hausler's busy workday as a licensed professional counselor, she received a call that went to voicemail. The man identified her by name."Hello, Ms. Hausler, this is Sgt. Adam with the Pima County Sheriff's Department warrant and citation division," the caller said. "Ma'am I'm calling in regards of an ongoing civil matter, ma'am."Hausler called him back right away. The imposter told her there were two federal warrants out for her arrest. Hausler panicked, fearing she would be arrested at her office in front of her clients."And he said, 'We're going to send someone to arrest you unless you volunteer to come down to the sheriff's office off of Benson Highway,' which made sense because the sheriff's office is off of Benson Highway," she said.The caller told her if she drove down to the sheriff's department right away, she can post bond then appear before a judge who will probably give her the money back."I'm panicked, I'm crying, I'm literally thanking this man for helping me not be arrested and being able to go home and not be detained and apologizing," she said.And he told her she can't get off the phone with him or talk to anyone."'We're going to track you by phone until you get to this location because we don't want you to flee,' and I'm believing this," she said.Minutes later, the caller instructed her to first buy My Vanilla cards from Walmart — five of them — totaling ,500 because the payment system was down at the sheriff's department and those specific cards are used for these types of cases.And she believed him. "I know, I know," she said. "In retrospect, I think, who am I? It doesn't even sound real. But when you're in it, he was so intimidating and so direct and telling me, 'We're going to come and detain you.' " She bought the cards. The scammer then told her to read all the card numbers to him to verify they're valid.She did, but at that point she became suspicious and asked a stranger to call the sheriff's department."And the man said, 'You're getting scammed. You need to get in there an undo your cards,' " she said.But it was too late. She could only recover less than a ,000. Hausler wanted to share her story because the scam can be very believable."I just don't want other people to fall for it. If you hear 'My Vanilla,' now I know the sheriff's department does not come to get you if you did miss jury duty. I didn't know that," said Hausler.KGUN called that same phone number left on Hausler's voicemail and it's the same voice saying it's the Pima County Sheriff's Department. These con artists used a spoofed phone number.The Arizona Attorney General says legitimate government offices will not threaten you with imprisonment or demand that you pay a debt immediately.    Law enforcement and courts in southern Arizona have also been warning people not to fall for it.The Arizona Superior Court in Pima County has received several recent reports of jury service scams in Pima County. Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus.But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district.The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento.Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. "But overnight, it seems pretty harmless."San Diego Community College District officials are supportive of the idea, but would like to see some changes to the specifics.
