SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. RELATED: Is 'Curbside Gaslamp' a preview of Fifth Ave.'s future? The store is back open now under new rules about cleaning, capacity and social distancing. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. RELATED: Gaslamp Quarter thoroughfare may become promenadeEncinas says her store is definitely on board. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. The proposal is going before city council for approval during the first week of July. 2066

SAN DIEGO (KGTV) - The mother of a Southern California girl diagnosed with rat-bite fever is sharing her story at a San Diego hospital Friday to educate other parents about the danger. Rat-bite fever is a potentially deadly infection spread through contact with domestic rats. 8-year-old Cali from Menifee contracted the disease when the rat’s saliva came into contact with an open wound, according to Rady Children’s Hospital officials. Cali has eczema on her fingers which may have contributed to the situation, a doctor said.Rat-bite fever is a bacterial disease which can cause a rash, fever, and body aches. The illness started Friday night, said Cali's mother Sabrina. By Sunday, Cali had a fever of 104.6 degrees. She lost the ability to use her hands and arms and had a whole-body rash."Really, really scary. Really hard to watch," said Sabrina.Cali's family bought two rats, Shell and Onyx, from a feed store about two years ago with no warning about the potential of rat-bite fever.Doctors recommended the family get rid of their rats."We didn't want to do it," said Sabrina. “It’s not a fun thing to tell your kid you’ve got to get rid of your best friend."Cali's mother had a recommendation for other parents."Just know that this can happen," she said. "Wash your hands."Watch the news conference at Rady Children's Hospital: 1344

SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party.  567

SAN DIEGO (KGTV) — The COVID-19 pandemic has been tough on kids, as they have been stuck at home for school and for play. However, a second-grader from the College Area is putting his time to good use. Seven-year-old Max Kelley came up with an idea to help feed those in need. Max and his younger sister Lucy were playing out in the backyard when he approached his mom with an idea of wanting to start a business."He wanted to do a water recycling business," says his mom Lauren. "So we went around collecting water bottles and cans. We went around to high schools, the bay, and the beach. Every week, we would return it to the recycling center, and we would get the money."And while some kids might take the money to buy something for themselves, Max wanted to do something completely different, and completely unselfish. His first thought was to think of others, and how the money might benefit somebody else."I realized that there are people in need," says Max. "And need food and water." His mother wasn't surprised at all, describing her son as very caring."He came up with the idea himself, and that was to donate the money to a local food bank," Lauren said.So the day before Thanksgiving, Max, Lucy, and the family donated their collection of 8.43 to the Special Delivery Food Bank in Mission Hills. "My family and the kids all got a standing ovation from all the patrons that were there," says Lauren. One check has been delivered, but Max is definitely not finished giving to those in need. As he and Lucy have plans to raise even more money for the food bank. "It made me feel happy," Max said. 1616
